The Management Analyst II will consultant with the department’s bureaus and special programs to organize and structure departmental initiatives. Coordinates grant activities, to include application preparation and reporting. Reviews and maintains departmental policies and procedures, designs and coordinates studies and research assignments. Performs data analysis to support decision making. Assists the Director and Assistant Director with administrative responsibilities for department and performs related duties as required.

Essential Functions

  • Creates and maintains data tracking and reporting systems to support budget development, fiscal management, program operation, and departmental performance measures.

  • Responsible for identifying grant funding opportunities and coordinating the preparation of grant applications for federal, state, and foundation grant opportunities.

  • Assists in developing and implementing program or functional goals and objectives; conducts a variety of special projects and programs related to the functions of the department.

  • Participates in the development and implementation of the department’s strategic plan to support development of resilient neighborhoods; Coordinates the implementation of assigned strategic plan initiatives and associated workplans for the achievement of neighborhood development goals.

  • Designs and develops report formats to meet management information needs; works with information technology staff to develop or modify systems to provide required data.

  • Acts as project manager and coordinates planning, analysis, and development for special projects and research assignments.

  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the fields of interest to Neighborhood Services.

  • Reviews, analyzes, and prepares policies and procedures incorporating best practices and innovative trends in community engagement, property maintenance, and areas of rental housing.

  • Assists the department in the establishment of standard management procedures.

  • Creates reports that will allow the department to identify recurring issues, better anticipate improvement needs and make data-driven decisions.

  • Performs the full range of duties involved in researching, negotiating, monitoring and ensuring compliance with assigned contracts, agreements and grant awards.

  • May direct the work of assigned professional and support staff on a project on a day-to-day basis.

  • Completes special projects as requested and performs other duties as assigned.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Required:

  • Three years of experience in data analysis or related field, or an equivalent combination of education and experience.

Preferred:

  • Bachelor’s degree in business administration, business management, organizational leadership, or management science

Additional Information & Requirements

  • Valid Driver's License required.

  • Norfolk Data Certification Program completion within 18 months of employment is preferred.

Work Schedule:

  • Monday through Friday, 8:30am to 5:00pm

  • Occasional evenings and weekends as needed.

Signing Bonus: This position is eligible for a $5,000 signing bonus.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
