Summary:
This position supports the Director, Light Rail Safety with all OSS activities critical to the safety of Light Rail Operations and NJ TRANSIT including facility inspections, audit activities and responsibilities to ensure compliance with regulatory safety requirements.
Roles and Responsibilities:
Manages, reviews and provides comments on Rail Transit Agency’s (RTAs) Agency Safety Plan (ASP) to ensure regulatory compliance with FTA and State Safety Oversight Agency (SSOA) Standards.
Manages review for all RTA final Accident/Incident reports to ensure accuracy and provide concurrence for submittal to SSOA.
Manages annual review for all Risk Rating Assessment and Safety Risk Management Mitigation Processes.
Manages database for Accidents/Incidents, employee/customer injuries events and Hazard Identification/Resolution Processes, Corrective Action Plans and State Safety Oversight request for information.
Manages performance of in-depth analysis of all accidents/incidents that result in injury and incidents that are the result of safety or operating rule violations
Manages, reviews and analyze investigation reports of defects/hazards, utilizing the Hazard Identification/Resolution Process (MIL Std. 882E).; recommends solutions and corrective actions.
Manages input of FTA National Transit Database (NTD) reportable events and submit monthly reporting as required.
Provides oversight of audits/inspections of Light Rail Operations equipment, tools, work practices and chemicals/hazardous substances to ensure compliance with established safety, industrial health/environmental and operating programs, procedures, and rules.
Recommends changes to policies and procedures as appropriate.
Manages quality of assessments of departmental/line/facilities safety practices to ensure compliance with Federal, State, and local regulations, including the Occupational Safety and Health Administration (OSHA), Federal Railroad Administration (FRA), and Federal Transportation Administration (FTA), Federal Motor Car Safety Administration (FMCSA) and NJ TRANSIT rules and procedures. Coordinates with outside Federal, State and local regulatory agencies as required.
Manages the development, evaluation and field testing of all Personal Protective Equipment purchased by Light Rail Operations.
Analyzes Federal, State, OSHA, FRA, FTA and FMCSA regulations pertaining to Safety and Health to ensure compliance.
Assists in the performance of OSHA/FRA/FTA/FMCSA required safety training as directed.
Responds to Safety Emergencies as required and while "on call" as a Duty Officer.
Participates in NJ TRANSIT Emergency Operation Center (EOC) coverage as required.
Completes any other safety related projects as assigned by the Director, Light Rail Safety.
This Position Supervises:
- 2 Safety Officers (Light Rail)
Education, Experience, and Qualifications:
Bachelor’s Degree in Occupational Safety and Health, Engineering, or closely related area, from a US Department of Education accredited college or university, or equivalent and eight (8) years of related supervisory experience.
One year of closely related experience can be substituted for each year of education required.
Knowledge and Skills:
- Working knowledge of applicable Federal, State, Department of Transportation (DOT), OSHA, FRA, FTA, FMSCA and regulations. Strong interpersonal, verbal, and written communication skills required.
Certificates, Licenses, Registrations:
OSHA 30-Hr. General Industry Training - Desirable
Transit Safety and Security Program (TSSP) -Desirable
Incident Command System Training (ICS) - Desirable
Public Transportation Safety Certification Training Program (PTSCTP) - Desirable
Working Environment:
- Office/Field
Physical Demands:
Physical demands requires travel to visit locations, walking around facilities interior and exterior which may contain uneven surfaces and other hazardous conditions.
Environmental conditions may also exist that require donning of appropriate PPE and implementation of other appropriate safety mitigations.
