Roles and Responsibilities

  • Assists in supporting the financial needs of the Construction Management (CM) department, by coordinating and processing purchase orders, payments for invoices, and routing agreements for approval. Responsible for operations including but not limited to Oracle data processing, coordination with the Human Resources Department, Construction Project Managers and CM Document Control personnel.

  • Manages Task Order proposals, related to on-boarding of consultant personnel. Ensures completeness of work scope and cost estimates prepared by the Construction Program Managers. Works with Procurement to confirm onboarding of consultant personnel through TOC.

  • Manages the CM Document Control personnel, directly or indirectly, and plans for appropriate staff training needs. Evaluates compliance with policies and procedures specific to adequately staffing jobs and performing work. Responsible for goal setting, performance reviews and professional growth of assigned personnel.

  • Oversees, directly or indirectly, staff recruitment including hiring, training, and regulation of all CM temporary and consultant personnel.

  • In collaboration with CP ESRM, oversees the implementation and administration of electronic records/document management systems and other automated tools for CM. Implements procedures and document retention policies.

  • Assists in preparing summaries, reports and metrics relating to Capital Construction projects to allow management to make informed and timely decisions.

  • Conducts special assignments and/or other duties as directed by the Deputy Chief of CM.

  • Provides day-to-day project support to unit supervisors for various Capital Programs projects, including forecasting supporting personnel for projects, and planning for project-specific needs.

    This position supervises:

  • Supervisor - CM Electronic Systems Records

    Education, Experience, and Qualifications:

  • Bachelor’s degree

  • Five (5) or more years of experience in construction records, document and/or drawing management, with at least two (2) years of that experience being in a supervisory capacity.

  • Working knowledge of Oracle Financial system such as invoicing, purchase orders, receipting, and creating requisitions is preferred.

  • Experience with construction activities, projects and contractors also preferred.

    Knowledge and Skills:

  • Proficient computer skills in Microsoft Office Applications.

  • Excellent oral and written communication skills and strong presentation and training skills required. Skills in managing multiple priorities and making timely decisions.

  • Detail- and solution- oriented.

  • Ability to work independently and make decisions to maintain an effective working environment. Supervisory skills are required.

    Working Environment:

  • P rimary working location HQ Office, with visits to various temporary field offices/trailers as needed/directed.

    Physical Demands:

  • Must be able to lift 25 pounds (Archive Boxes).
