Summary:

The Compliance Specialist, ADA / Title VI / Environmental Justice position provides support to two Directors (Director, ADA Compliance (Americans with Disabilities Act) and Director, Title VI / Environmental Justice Compliance).This will ensure ongoing compliance with Federal Transit Administration (FTA) requirements and other applicable federal and state regulations. This role works cross-functionally to ensures that NJ TRANSIT is aware of and responsive to the needs and concerns of customers and the environment.

Roles and Responsibilities:

  • Support the investigation of all customer communications regarding Title VI/EJ and ADA compliance. Manage cases on a day-to-day basis, track case resolution, and maintain case database.

  • Analyze Title VI/EJ and ADA compliance trends based on complaints and activities. Develop trend reports that identify those trends and propose policy and/or practice changes needed to improve adherence and performance in alignment with Title VI and ADA compliance regulations and EJ principles.

  • Review and track regular reporting of facility alterations provided by internal partners, including Capital Programs, to ensure adherence to compliance monitoring processes. Spot-check reported alterations and investigate as necessary to ensure compliance with ADA. Track and report irregularities of monitoring processes to ADA Compliance Director.

  • Conduct quarterly check-ins with Operating Modes Service Planners to ensure adherence to Title VI and EJ reporting and monitoring policies and processes regarding upcoming major services changes, service monitoring, or any other Title VI impacts.

  • Liaise with General Counsel to investigate and research responses to inquires of ADA compliance from the FTA, including Triennial review, New Jersey Division on Civil Rights and private litigations.

  • Maintain relationships with State, regional, and National accessibility advocacy groups and peer agencies (including the New York Metropolitan Transportation Authority and Southeastern Pennsylvania Transportation Authority), to keep abreast of trends in accessible transportation.

  • Coordinate all preparations for NJ TRANSIT’s annual Accessibility Forum, including selecting presentation topics and working with presenters from various departments to create a unified PowerPoint presentation.

  • Lead internal working committees or stakeholder groups concerning Title VI/ADA/EJ and complete special projects as assigned.

Education, Experience, and Qualifications:

  • Bachelor’s degree from an accredited college or university, or the equivalent, and at least five (5) years of applied experience in public transportation at the federal, state and/or local level in one of the following areas: Corporate Compliance, Customer Service or Civil Rights.

  • Must have practical/hands-on experience performing investigations into policy violations and/or customer service related issues. Must have experience developing reports and performing analysis independently as part of procedure/policy review and development.

  • Practical training and presentation experience desired. Must be proficient in the use of current versions of Microsoft Office Suite.

  • One year of closely related experience can be substituted for each year of education required.
