University Procurement Director

POSITION DETAILS

The City University of New York (CUNY) – Central Office seeks an experienced Procurement Director for the Office of the Chief Procurement & Supplier Diversity Officer. CUNY is the nation’s leading urban public university serving more than 500,000 degree-seeking students. The University is comprised of 25 institutions: 11 senior colleges, seven community colleges, William E. Macaulay Honors College at CUNY, CUNY Graduate Center, Craig Newmark Graduate School of Journalism at CUNY, CUNY School of Labor and Urban Studies, CUNY School of Law, CUNY School of Professional Studies and CUNY Graduate School of Public Health and Health Policy. Reporting to the Chief Procurement Officer in the Office of the Chief Procurement & Supplier Diversity Office, the University Procurement Director will lead the centralized procurement, contracts, accounts payable operations and systems. This includes partnership and consultation with legal counsel, government agencies, New York State Controller and Attorney General and leads contract negotiations with vendors and suppliers.

Responsibilities includes, but are not limited to, the following:

• Directs centralized procurement, contracting, and accounts payable operations and systems.

• Administers procurement contracts in consultation with legal counsel, government agencies, NYS Controller and Attorney General; includes contract compliance, change orders and problem resolution practices.

• Leads contract negotiations with vendors/suppliers, including bidding and selection.

• Oversees and approves individual procurement transactions to ensure compliance.

• Recommends initiatives designed to reduce costs, update systems, and provide environmentally approved materials and services.

• Defines program goals, objectives, risks, and roles and responsibilities.

• Oversees reporting and compliance efforts to ensure content is accurate and timely.

• Leads team of procurement analysts.

• Performs related duties as assigned.

Note – Until further notice, this is a hybrid position, eligible to work remotely and work on-site in the office.

QUALIFICATIONS

Bachelor’s degree and eight years’ related experience required.

The ideal candidate will possess the following preferred knowledge, skills, and abilities:

• Knowledge of public sector procurement guidelines preferred.

• Detailed originated and accurate with strong numerical analysis, evaluation, and research skills.

• Strong writing, verbal, communications, and presentation skills to work effectively with diverse stakeholders of various organizational levels.

• Strong organizational skills with ability to establish plans, manage a large and varied workload of assignments with conflicting priorities, follow-up, and complete work by set deadlines.

• Strong interpersonal skills and ability to effectively interact with Senior Leadership from Procurement as well as other Departments within CUNY Central Office and Colleges.

Directs and effectively administers centralized procurement, contracting, and accounts payable operations and systems.

  • Develops and manages policies, procedures, and objectives for the university's purchasing program according to CUNY policy and applicable regulations

  • Reviews procurement contracts; coordinates contract compliance, change orders and problem resolution practices in consultation with legal counsel and government agencies

  • Reviews, approves, and oversees individual procurement transactions to ensure compliance

  • Advises university and campus-based staff on budget and accounts payable matters related to procurement

  • May participate in contract negotiations with vendors/suppliers, including bidding and selection

  • Makes recommendations designed to reduce costs, update systems, and provide environmentally approved materials and services

  • Performs related duties as assigned.
