Job Description

AECOM is actively seeking a Project Controls Senior Manager for employment for our NY Metro offices.

  • Oversee program controls related activities for smaller programs or a specialist areas of program controls, in support of the overall Program Manager.

  • Effectively lead the project controls function on a medium to large project.

  • Provides the organization with technical leadership and strategic direction for program controls delivery globally.

  • Assume mentoring and training roles as requested and identifies high potential employees to management.

  • Establish and maintain a Program Controls system monitoring and reporting Scope, Schedule, Cost, Risk and Documentation progress against an agreed Baseline.

  • Manage and oversee the Change Management process (controlling updates to the Baseline) in concert with appropriate governance and interfaces with all other areas of the program esp. technical changes from engineering and commercial changes from procurement and contracting.

  • Ensure the timely operation of the required reporting systems both client facing and for AECOM operational management.

  • Advise the Program Manager on the status of program delivery, proposing any actions required both in terms of improvements required and best practice that can be applied elsewhere or more widely in the program.

  • Manage the Program Controls team fulfilling Project Controls, Scheduling, Cost, Risk, Document Controls and Reporting functions.

  • Ensures that a tracking database is developed and maintained to cross check subcontractor funding is aligned with work authorization and expenditures.

  • Evaluates manpower, labor hour, and labor cost requirements versus budget limitations.

  • Oversees the production and maintenance of accurate project schedules. Expert understanding of schedule resource loading and leveling.

  • Assists the Project Manager in budgeting and managing incentive programs.

  • Establishes and maintains client relationships.

  • Review and analyze project program and oversee the production of accurate progress/performance reports.

  • Collaborate with the AECOM Controls community of practice comprised of professionals across the firm experienced in and engaged in Controls services.

  • Champion for ethical and safe working practices.

  • Drives innovation in program management approaches and methodology to achieve marketplace differentiation.

  • Actively supports the attraction and retention of talent across area of expertise.

Qualifications

Minimum Requirements

  • BA/BS + 10 years of project controls experience or demonstrated equivalency of experience and/or education including 2 years of leadership.

  • Transit and Transportation Experience for multiple agencies in NY/NJ metro area.

  • Licensed Professional Engineer.

Preferred Requirements:

  • 20 Years related experience

  • Alternative delivery expertise

  • Developing external network of industry contacts and demonstrating ability to develop positive personal influence with program clients.

  • Developing expertise in applicable technical areas or an aspect of program controls for use by clients and peers to position or deliver programs.

  • Able to demonstrate personal development through mentorship of others.

  • Demonstrates exemplary leadership attributes that provide role modelling for others.

  • Understands how Controls impact the firm’s performance and attainment of client’s business objectives and it able to build consensus to change program strategy in challenging situations.

  • Experience leading efforts managing budgets, financial commitments, cash flows and cost related data on complex programs.

  • Commercial awareness re: supply chain engagement and contracting mechanisms.

  • Demonstrated capability to implement a Programmatic Controls system applicable to AECOM’s client services, including programs of high complexity.

  • Able to lead and manage Controls teams through all phases of planning, mobilization, execution, and closeout consistent with established delivery processes to meet the scope, schedule, budget, quality and other specified requirements stated in the contract.

  • Has a demonstrated understanding and application of the knowledge and skills required of Controls managers; a demonstrated understanding and application of business development and program/project delivery processes; a demonstrated understanding of the scope and workings of best practice program/project Controls management.

  • Demonstrated ability to set long term goals and strategies and establish effective management of internal and external interfaces and interdependencies across the program.

  • Has built diverse and inclusive teams to enable collective success through trust, psychological safety, autonomy, accountability and alignment.

Offered compensation will be based on location and individual qualifications. The expected range is $190,000.00 - $250,000.00.
