Assistant Secretary for Public and Indian Housing Portfolio Management Specialist in New York, New York

Summary This position is located at Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing. Responsibilities The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Portfolio Management Specialist, you will: Serve as an asset manager for complex property portfolios for agency-owned and/or leased assets for a region, acting as a liaison, advisor, and representative on sensitive and complex issues, and providing expert advisory assistance developing solutions to complex Property Management problems. Skillfully negotiates with Public Housing Authorities (PHAs) in agreements and arrangements for recovery and sustainability in maintaining viability of troubled properties. Review and analyzes current and historic financial data; compares previous annual statements with recent financial information; analyzes current operation expenses and project financial data to form the basis for decisions on needed management improvements and ultimately, development viability. Review and evaluates legal documents, in coordination with the Office of General Counsel (OGC) as necessary, to determine and ensure compliance with Departmental and other federal, state, and local regulations, requirements, statutes, and policies. Ensure that physical inspections (Housing Quality Standards and Uniform Physical Conditions Standards) are conducted as required for the purpose of evaluating physical conditions, maintenance, and security; approves plans of action and monitors progress until completion; identifies areas of PHA program administration and management operations that require either on-site reviews or remote reviews to ensure compliance with applicable laws and regulations. Based on information and data gathered from reviews, inspections and analysis, the incumbent develops solutions to facilitate and maintain the stock of affordable housing in decent, safe, sanitary and drug-free conditions. Additionally, these efforts will be designed to prevent future program or operational problems, as determined by the Quarterly Risk Assessment as well as to assist the PHA to identify measures to promote efficiency and program effectiveness. Monitor compliance with applicable procurement regulations contained in 24 CFR 85.36 and HUD Handbook 7460.8, REV-2, for PIH funded programs, such as the Capital Fund Program. Monitoring is inclusive of the complete procurement cycle from solicitation to contract closeout, consulting with the General Engineer as needed. Requirements Conditions of Employment The official duty station for this position will be in New York, New York. Qualifications You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-11 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes: Assisting in managing a Program Portfolio.; AND Reviewing and analyzing policies and procedures and making recommendations for improvements.; AND Communicating specific mission goals, needs, or problems with internal and external stakeholders. OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related OR Combination: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. A combination of education and experience. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-12 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: Managing a Program Portfolio.; AND Working with Low Rent Public Housing or Housing Choice Voucher Programs.; AND Identifying and analyzing situations and making recommendations to resolve problems or improve processes.; AND Communicating specific mission goals, needs, or problems with internal and external stakeholders. Specialized Experience: For the GS-13 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Oversight and Management of a Program Portfolio.; AND Managing and working with Low Rent Public Housing or Housing Choice Voucher Programs.; AND Analyzing data of programs and operations and making recommendations to improve efficiency and effectiveness. Education The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
