Citigroup Head of Regulatory Engagement in New York, New York

The Head of Global Regulatory Engagement (GRE) will report directly to the Citibank, National Association and North America Chief Operating Officer. This role will be leading and directly managing the regulatory engagement team responsible for the holistic relationship with senior supervisors at Citi’s US regulatory authorities, as well as matrix managing the regulatory management organization responsible for the management of regulatory exams and maintenance of relationship with specialized supervisory teams (which includes our international team). These group’s responsibilities extend to ensuring consistent application of centrally developed standards, while providing effective regulatory engagement leadership across the organization.

The Head of GRE plays a pivotal role in overall leadership, management and shaping of Citi’s engagement strategy, methodologies, procedures, and governance of the regulatory engagement environment, with focus on fostering a culture of accountability. Develops medium- to long-term plans around regulatory engagement and executes strategy requiring coordination and integration across Citi. The Head of GRE sets the tone for proactive, respectful engagement with the regulators, fosters collaboration across the regulatory engagement and management community, and provides trusted services to Citi’s executive leadership.

Additionally, the Head of GRE serves as a trusted advisor to the Board of Directors and to Citi’s senior management, champions strong financial discipline across the regulatory engagement team and drives efficiencies in key initiatives, including simplifying and streamlining processes.

Key Responsibilities:

Lead the Regulatory Engagement Team.

· Develop Citi’s regulatory engagement strategy and implement regulatory engagement coverage plans to drive consistent, clear, and aligned regulatory communications.

· Lead and develop high-performing teams within the regulatory engagement function, fostering growth, collaboration, and excellence.

· Lead the development and maintenance, jointly with dedicated Regulatory Engagement Leads, of strong relationships with the lead examiners and their teams.

· Lead the development and maintenance, jointly with dedicated Regulatory Engagement Leads, of trusted advisory services to Citi’s executive management.

· Lead the development and maintenance of strong working relationships with Business & Function Regulatory Engagement/Management teams.

Maintain a robust, ongoing, and internal dialogue with Citi’s US Regulators.

· Coordinate the overall relationship coverage with Citi’s US Regulators, as well as end-to-end execution, jointly with dedicated Regulatory Engagement Leads; and take control of critical information flows between Citi and these regulatory agencies, advising key leaders accordingly.

· Keep abreast of the execution and closure of specific issues, and outstanding deliverables, seeking regular feedback from the regulatory agencies, and working in close partnership with all three lines of defense.

· Communicate Citi’s regulatory priorities and status proactively with senior supervisors and Citi senior leaders.

· Coordinate Citi senior management and Regulatory Management leads in relevant businesses and functions to respond to requests proactively, timely, and with high quality.

· Coordinate with broader Regulatory Engagement and Management team, to keep abreast of the priorities of other regulatory bodies globally.

· Provide strategic advice and counsel to senior management on current and emerging regulatory examination issues and key areas of regulatory focus.

Understand evolving regulatory requirements and expectations.

· Leverage network, relationships, and interactions to develop a comprehensive and timely understanding of emerging changes in supervisory focus and expectations.

· Build external peers’ network to gather and share intelligence on evolving supervisory focus and expectations.

· Work with the Global Head of Regulatory Strategy and Policy, the Head of U.S Bank Regulatory and business and function seniors to identify regulatory developments and analyze implications for Citi.

· Responsible for the production of the monthly Voice of the Regulator report

· Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Enterprise Partnership

· Close partnership with Head of Regulatory Engagement Standards to promote consistency across Citi’s Business and Function Regulatory Management teams and to best leverage the Regulatory Engagement Tracker (RET) application.

· Provide review and credible challenge to high-profile regulatory responses, as needed.

· Be a thought partner to remediation leads for critical change programs to review and challenge whether remediation efforts fully address regulatory commitments and expectations.

Experience:

· Substantial, broad, and deep experience in regulatory supervision, or regulatory relations / engagement or in a role requiring deep regulatory understanding.

· Strong business or functional experience at senior levels

· Broad understanding of relevant banking regulation and supervisory expectations for large complex financial institutions.

· Track record of managing senior client or regulatory relationships at peer institution.

· A self-aware, self-confident individual who has well developed listening skills, and a strong ability to engage at the executive management level by providing proactive support and advice on a variety of regulatory matters.

· Demonstrated experience in managing integrated regulatory requests within a matrix reporting environment.

Education:

· Bachelor’s/University degree, master’s degree preferred.
