LOCATION: Graybar - 420 Lexington Avenue

HOURS OF WORK: 8:00 am - 4:30 pm (7 1/2 hours/day)

SUMMARY:

The position is responsible for directing the oversight and administration of the third-party operations and maintenance contractors performing work on behalf of the MTA Grand Central Madison Operating Company. Much of the work will be performed under fixed-price turnkey type arrangements with the MTA, so effective oversight is critically important to the success of the program. The primary contract will be the GCM Facilities Maintenance contractor (FM)

The GCM Facilities Maintenance contractor is responsible for developing and submitting for approval numerous plans that establish the contractors’ obligations within the required scope of work. The Maintenance Plan is significant and will guide the oversight efforts. This position works with the Deputy Chief to review, comment and approve the plan once all requirements are met. Once the plan is approved by the MTA the position is to ensure contractor compliance with all elements of the plan with review and approval of any amendments.

This position will work with the Deputy Chief to develop an MTA contract oversight plan, to include review of contractor asset management documentation of maintenance activities, and field visits to verify the work and asset conditions.

This position directs the review of vendor invoicing, including determinations that scopes of work have been completed, key performance indicator (KPI) dis- or incentives are correctly attributed, and documentation submitted is complete and accurate. Given the large value of the contract prompt payment processing procedures are also the responsibility of this position.

RESPONSIBILITIES:

  • Direct, through oversight of the performance of operations and maintenance work in the Grand Central Madison (East Side Access) territory, to include the Grand Central Madison station, tunnels, and Mid-Day Storage Yard. This work is performed by the Facility Maintainer through a third-party contract with the MTA.

  • Ensure contractor(s) compliance with all required contractual obligations. This includes preventative and corrective maintenance and compliance with the technical scopes of work and approved plans.

  • Review Facility Maintainer contractor submittals, including CDRLs (Contract Deliverable Requirements List - especially the maintenance plans), key staff proposals (resumes), invoice packages including KPI calculations, and contract correspondence and ensure compliance and complete performance.

  • Ensure a cohesive and efficient execution of the project management and planning to prevent problems and minimize costs. Develop, coach, and direct the ongoing activities of subordinate staff, including setting goals and objectives to align with GCMOC goals. 24 hour, 7 days a week availability with the ability to work weekend and overnight shifts as needed to support oversight initiatives.

  • Develop “on-call” coverage schedule, forecast and manage workflow among the team, ensure team is meeting deadlines, escalate issues.

  • All staff of the GCMOC, as a lean agency, have shared responsibility for oversight of GCMOC contract operations and maintenance as directed by the Chief. Accountable for overseeing and evaluating contractor performance, where applicable, including:

  • Observing the work performed by the contractor.

  • Reviewing invoices and approving them if the work has contractual standards.

  • Addressing performance issues with the contractor when possible; and escalating issues to other parties as needed.

    KNOWLEDGE, SKILLS, AND ABILITIES :

  • Must have ability to work in an oversight role with appropriate interpersonal and skepticism of third-party contractors.

  • Must have ability to create/implement procedures, manage spreadsheets and budgets.

  • Excellent organizational skills and ability to meet deadlines.

  • Demonstrated ability to work with all internal levels within the LIRR and external stakeholders, including the MTA agencies.

  • Demonstrated ability to convene meetings and achieve consensus to move work programs forward.

  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.

  • Must have strong managerial skills to effectively direct subordinate staff in implementing the short- and long-term goals and direction for the area(s) of responsibility.

  • Demonstrated analytical capabilities and quantitative skills.

    REQUIRED

    EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in Engineering, Business, Transportation, Public Policy or a related field from an accredited college; and

  • Minimum 7 years related experience, including at least 3 years in a similar role in a large, multi-faceted, fast-paced organization or governmental body preferred.
