*This position is eligible for telework which is currently one day per week. New hires are eligible to apply for telework 30 days after their effective date of hire.
SUMMARY
Oversee the implementation and continuous improvement of the MTA video surveillance programs. Lead MTA Security and law enforcement agencies in streamlining agency video operations, retrieval, and design processes; provide support to the Director to improve the MTA’s video system operational procedures, identify gaps and develop processes to address agency specific requirements and evolving operational needs. Represent MTA Headquarters (MTAHQ) Office of Security in agency wide technical/operating working groups in all aspect of video management and projects, implementation processes, ensuring MTA investment with video system stays align to the established MTA Video Enterprise Framework. Coordinate with MTA operating agency stakeholders to maintain and manage the distribution of video resources as well as respective video data sharing agreement with internal and external stakeholders.
RESPONSIBILITIES
Develop project initiatives that align with the MTA strategic focus and short/long term video surveillance system needs. Manage the implementation of long-term project initiatives such as video analytics developments, camera systems interoperability, replacements, and improvements programs. Develop project scopes and investment justifications for security CCTV project grant opportunities. Perform scope analysis, design reviews, project certifications, resource planning, for security projects, and other projects with inherent security elements. Perform project-specific analyses and project justifications, including high-level risk assessments and vulnerability analyses. Review project tasks from different projects and seek process improvement, cost savings via consolidation of contracts, and effective and efficient utilization of MTA IT and internal resources.
Lead the collaboration with MTA operating agency’s video maintenance divisions and MTA IT to improve the maximum effectiveness of all video monitoring systems across all MTA agencies. Communicate the need for security improvements, modifications, and system changes for security and law enforcement purposes. Lead project planning and regular review with equipment maintenance/IT staff to ensure MTA security video systems and infrastructure are properly supported and maintained. Collaborate with MTA IT in regular reviews, audits, and exercises to facilitate the hardening of MTA critical CCTV systems and operating processes and their adherence to the Cyber Security standards.
Represent the MTA at both technical and operational meetings with internal constituents, as well as external stakeholders. Represent the MTA on agency-wide security projects working groups and committees including security systems committees, security operations committees, security maintenance and governance committees. Participate in industry-wide transportation security standards development efforts. Lead the agency wide security video system committee to regulate review and development process improvement for video operations, as well as communicate to the system manufacturer on long term advancements that benefit the MTA video program. Participate in the development of the MTA UAS (Unmanned Aerial System) program, including the deployment and continual improvement of the MTA UAS flight mission management platform as well as the MTA UAS Detection capabilities and operationalization. Assist the Directors in development of the MTA UAS operating procedures and any associated products to expand the use of UAS in MTA.
Project manage and continual the rollout of MTA wide cloud video sharing technologies such as Genetec Clearance, Cloud service processing products, cameras, and closed-circuit television products. Collaborate with IT, industry peers, and embedded manufacturer Subject Matter Experts (SME) to develop new features and processes to further enhance the MTA video viewing and sharing workflow. Review MTA ongoing video system data usage, develop programs to address efficiency, and coordinate with MTA IT to develop long term video storage solutions for both fixed, as well as non-fixed video assets (Stations, Rolling Stock, Bus, and UAS generated video data). Coordinate with stakeholders to plan system upgrades and revisions from the efficiency, technical and economic perspective and propose solutions that are efficient and meet the mission parameters for physical security needs. Provide video management operational guidance to the security operation team supporting all MTAHQ managed locations (2 Broadway, Business Service Center, all Medical Assessment Centers, and potentially others).
Research and review new video technologies, standards, and their associated computing requirements; review, understanding and enhance the MTA Security’s ability to adopt A.I (Artificial Intelligence), Machine Learning, Video Analytics, and other Generative AI technologies. Seek opportunities with government funded research institutes and coordinate with internal teams to conduct proof of concept programs. Review and determine the integration path for technologies as part of the MTA Video Enterprise continuous improvement effort. Provide support to the Director on policy, procedural development on the use of Video Analytics technologies, and associated privacy concerns. Represent MTA Security in respective trade organization and peer review groups regarding the use of Artificial Intelligence systems to enhance security posture (organizations such as American Passenger Transportation Association (APTA) and The International Association of Public Transport (UITP)).
Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling of staff within the span of control of the role. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Proactively introduce and provide opportunity for team member to enhance their technical understandings of related video technologies and related concepts.
Manage subordinates in deploying and training for how to operationalize the needs and tasks for remote systems, video analytics, drones and any requisite technologies, practices that will be needed for the tasks associated with administration of day to day functions in this specific work area with agencies in the use of drones with federal, state, and local security and law enforcement agencies for use during emergency responses in areas with physical limitations, security sweeps of highly vulnerable properties, video monitoring in high crime areas for analytical purposes, and other initiatives and operational needs.

Must have experience in working with video surveillance, UAS, including video analytics and other industry standard security technologies.
A current driver’s license is required to operate company vehicles.

EDUCATION & EXPERIENCE
Bachelor’s degree in Security, Homeland Security, Electrical/System Engineering or a related field, or an equivalent combination of education and technical experience may be considered in lieu of a degree. An advanced degree in a related field may be substituted for a maximum of two years’ related experience .
Minimum of eight (8) years’ experience in security system programs planning and deployment in conjunction with IT or similar technical resources, including at least three (3) years in a project manager/program director role in a multi-faceted, organization or governmental body preferred .
Minimum three ( 3 ) years’ leadership/supervisory experience.
Minimum of five (5) years of experience in planning, developing, and managing projects and programs, including developing standards, policies, and procedures.
At least three (3) years of that experience in a complex, multi-site critical infrastructure environment.
PREFERRED:
An advanced degree in a related field.
A working knowledge of project management principles and experience in complex or technical project management.
A working knowledge of data networking, wireless communication, electrical and mechanical technologies.
A strong understanding of industry standard video technologies including encoding, compression, and other related operational technologies.
A general understanding of cyber security concepts, best practices; familiar with the definition and concepts of information security.
A working knowledge and understanding of the following are highly desirable: Federal, State, and NYC security and penal regulations and laws.
Familiarity with the MTA’s policies and procedures.
Familiarity with the MTA’s collective bargaining procedures.
GENERAL:
• May need to work outside of normal work hours ( i.e., evenings and weekends)
• Travel may be required to other MTA locations or other external sites.
• May need to respond to emergency situations on a 24-hour basis.
