Job Description
The New York City Department of Correction (DOC) is an integral part of the city’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the city towards the smallest jail system possible without compromising public safety. The DOC is solely responsible for maintaining a safe and secure environment for staff, visitors, volunteer, and people in custody inside our jails. Importantly, safe jails enable DOC to providing people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with over 7,500 diverse professionals and knowledge experts.
The Department of Correction has a unique opportunity for an experienced Emergency Management professional to support the agency’s Preparedness & Resilience team as a Deputy Director of Emergency Operations. The Deputy Director will be reporting directly to the Director of Emergency Operations and work on a team managed by the Assistant Commissioner of Preparedness & Resilience within the Strategic Operations Division. This role will have wide latitude for decision-making, and the candidate recruited will manage a wide range of administrative duties and executive support related tasks in addition to the Emergency Management mission. The Deputy Director role will sometimes require working after standard business hours and on weekends and/or holidays during emergency activations and when other critical events arise, by direction of leadership. These duties are a shared responsibility of the team and require some degree of flexibility and availability from preferred candidates. General duties for this position include but are not limited to the following:
Management oversight of and continuous plan development for any internal, inter-agency, and
citywide emergency management plans.
Direct management of the Department’s Continuity of Operations (COOP) Program, which
includes.
Facilitating overall plan management and development to ensure completeness and accuracy,
Conduct staff trainings and awareness briefings on the COOP Program as needed.
Develop and conduct regular, periodic tabletop exercises with program stakeholders,
and author after-action / improvement planning reports.
Collaborate to develop an agency risk-assessment plan.
Support and participate in preparedness activities with uniform and non-uniform staff.
Independent facilitation of meetings and activities with internal and external stakeholders
as needed in support of projects and programs.
Represent the DOC at any interagency emergency management & public safety meetings.
Serve as a DOC representative for emergency activations at any departmental emergency
operations centers or, if necessary, in the field.
Serve as a planning and internal communications support lead during
emergencies and disasters.
Provide written and verbal situational updates for incidents as needed, utilizing standard
Microsoft applications & systems and organize archival data.
Serve as an on-call emergency coordinator during business and
non-business hours as needed.
Support any special projects as directed by the Director of Emergency Operations or the
Assistant Commissioner of Preparedness & Resilience.
Perform other job-related duties as assigned.
Qualifications
- For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
