LOCATION: 2 Broadway, NY & 130 Livingston Plaza, Bklyn

HOURS OF WORK: 9:00 am - 5:30 pm (7 1/2 hours/day)

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY :

The purpose of this position is to manage the preparation, printing and distribution of payroll and workers compensation checks and pay advices , including off-cycle checks and direct deposit advices; for 48,000 NYCTA/ MaBSTOA employees, and to manage the associated interactions with banks required for these payments. The incumbent will have direct responsibility for day-to-day operations which includes, but is not limited to, the receiving, processing, printing and distribution of payroll checks, direct deposit advices , W2’s and worker’s compensation checks; the cancelling of returned checks; the processing of replacement checks; the processing of correction checks; maintenance of a database of unclaimed paychecks and interaction with the commercial banks that process and pay these checks.

RESPONSIBILITIES :

  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Direct oversight and management of staff members responsible for the receiving, processing, printing and distribution of payroll checks, direct deposit advices and worker’s compensation checks; the cancelling of returned checks; the processing of replacement checks; the processing of correction checks.

  • Assist with budgetary planning and decision making.

  • Manage critical resources for the division. Responsible for creating requisitions for purchase orders for check procurements. Tracking of lead times for check stock to ensure an adequate funding and supply of critical check printing paper is available at all times . Responsible for the maintenance of the contract for printers and pressure sealing machines and ensuring they are in good working order at all times . Responsible for ordering new/replacement equipment as needed.

  • Ensure retention of supporting reconciliation data for annual audits by internal and external auditors including control of incoming unclaimed paychecks from various departments and maintenance of a database of unclaimed paychecks.

  • Explaining and enforcing Checkroom procedures; manage communications with managers & staff including clarification of policy to internal and external customers.

  • Executing plans in accordance with MTA All-Agency Policies and Departmental Procedures including creating a plan and strategy to maintain required business processes in the event of equipment failure or an emergency.

  • Responsible for reconciliation of the monthly closings in both TA/OA compensation accounts and preparation of monthly blank check inventory for senior managerial review.

  • Responsible for upload of positive pay files to the bank.

  • Responsible for the placing of stop payment orders on checks to the bank.

  • Handle the preparation of responses related to government and internal audits and all other formal inquiries regarding compliance issues.

  • Assist with the selection, hiring and training and development of subordinate managerial, supervisory, and unionized staff.

  • Explore opportunities for improved efficiencies, reinforcing best practices and working with upper management to develop and implement improvement plans.

  • Perform other duties as needed.

    KNOWLEDGE, SKILLS, AND ABILITIES

  • Must have knowledge of Federal, State and Local Taxes

  • Must have knowledge of MTA Payroll related computer systems, i.e , PeopleSoft

  • Must have knowledge of generally accepted accounting principles and Financial Management

  • Excellent communication and interpersonal skills.

  • Excellent organizational and presentation skills.

  • Demonstrated ability to work with all internal levels within a given organization, including the MTA Board.

  • Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.

  • Demonstrated ability to work in a high profile, high pressure environment effectively.

  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.

  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.

  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.

  • Demonstrated analytical capabilities and quantitative skills.

  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

    EDUCATION AND EXPERIENCE :

    Required:

  • Bachelor’s degree in Business , Finance, Accounting, Public Policy or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.

  • Minimum 6 years related experience, including at least 2 years in a managerial, supervisory and/or leadership role in a large, multi-faceted, fast-paced organization or governmental body preferred.

    Preferred:

  • Master’s degree in a related field.

  • Attainment of or in the process of attaining specific functional licenses or certifications in area of specialty if applicable.

  • Familiarity with the MTA’s policies and procedures.

  • Familiarity with the MTA’s collective bargaining procedures.
