City of New York Competitive Solicitations Coordinator in New York, New York

Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $60,889 - $70,022.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Office of Procurement manages the procurement of ACS’s contracts for human and non-human services. In conformance with the City’s Procurement Policy Board (PPB) Rules and in close consultation with divisional staff, Procurement staff prepare and coordinate RFPs, competitive sealed bids, negotiated acquisitions and small purchases, and shepherd contract awards through the City’s multi-step registration process, which includes approval by several internal divisions and external oversight agencies. In addition, Procurement staff process contract renewals, extensions and other amendments.

Under general direction, with wide latitude for independent initiative and judgment, performs very responsible work in the supervision, planning, implementation, coordination, and project management that will benefit the communities of New York City.

This position will report to the Deputy Agency Chief Contracting Officer (Deputy ACCO) for Competitive Solicitations and will support both the Competitive Solicitations and Administrative units. This position will be a critical member of the small team that prepares and manages Competitive Sealed Proposals (CSP) and Competitive Sealed Bids (CSB). The responsibilities of the position will include the following:

  • Coordinate among the ACS Divisions issuing competitive solicitations, the Division of Financial Services and the Business Law Unit and will interface with the Mayor’s Office of Contract Services (MOCS) on oversight matters

  • The candidate may also interact with the Department of Investigation, Department of Finance, the Department of Small Business Services, and the NYC Comptroller’s Office

  • Ensure that all solicitations are completed within set timelines

  • Collaborate with the appropriate ACS division to ensure that all vendor questions from the community, related to the solicitations, are responded to in a timely manner

  • Assist in the organization and execution of community pre-proposal/pre-bid conferences

  • Ensure that any and all required addenda are issued as required with the appropriate approvals

  • Conduct Evaluator Trainings and follow-up with the appropriate ACS Division

  • Consult with the Deputy ACCO for Competitive Solicitations and the Deputy ACCO for Administration throughout the solicitation process

  • Ensure that all appropriate ACS divisions are updated as required throughout the solicitation process

  • Plan, implement, coordinate, monitor and/or project management skills to manage the solicitation process which provides important community services

  • Perform difficult work in the preparation of planning documents required for funding

  • Make recommendations on procedures

  • Provide authoritative interpretation of complex problems

  • Provide technical assistance and training to staff and vendors

Qualifications

  1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

  2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
