S ummary

Within a high ly dynamic environment, the AVP Design Executive is responsible and accountable for the quality of all engineering and architectural design work for the Bridges & Tunnels Business Unit in Construction & Development Delivery. The AVP manages all engineering and architectural design processes within Bridges & Tunnels to conform to professional industry and MTAC&D standards. This position fosters technical skills development and innovation in engineering practices to improve capital & operating projects' quality, cost-effectiveness, and timely delivery.

Responsibilities

Supervise and direct design work performed by all in-house Program Technical Services staff and review the design work performed by consultants, ensuring that designs reflect professional and sound application of engineering practices and principles.

Support the MTA’s use of the Design - Build project delivery method by working with Program Management staff on RFP development and subsequent participation in over -the- shoulder design reviews and technical management.

Leads entire Design Team.

Coordinate the functions of multiple disciplines (structural, civil, electrical, mechanical, and traffic engineering, as well as architecture) to coalesce strategically and effectively to produce a sound project.

Provide support to Program Management Staff as needed when the project is under construction. This work is all in support of B&T Capital, Operating, Bridge Preservation, and Small Business Mentoring Programs.

Provide direction for the Authority’s compliance with applicable codes, regulations, and standards.

Direct and coordinate specialized studies, projects, and analyses.

Support the vision of C&D and the efforts of the VP & SVP and , when designated, act on behalf of the Program Executive of Technical Services.

Assure that the application of appropriate computer - based methodologies and technologies is balanced with traditional, time - tested approaches for design and design execution.

Review standard documents and guidelines to en sure continued relevance to the engineering and construction operation, as well as for correctness and technical quality.

Work with Program Management to en sure that as-built documents for every completed construction project are developed, correct, completed, and submitted to our Library for archiving and easy retrieval for use now and in the future.

Assure that the visual quality of the Authority’s built environment continues at a high level, respectful of history.

Encourage the development of up -to- date discipline design standards and guidelines and provide availability to the Department and the Authority.

Manage Program Technical Services staff to execute the work above and respond to urgent need requests originating from the facilities.

Develop and manage a talented and diversified technical staff capable of performing in-house designs of significant and complex projects in a timely and cost-effective manner.

Fosters a culture of innovation and change in design delivery methods, technologies, and strategy.

Escalates issues to Vice President & Business Unit leadership as they arise amongst technical problems within projects/teams/ third parties.

Provides ultimate technical recommendations for any/all escalated items .

E ducation and Experience

Bachelor's degree in Engineering

Master's Degree Preferred.

Must have a minimum of fourteen (14) years of related experience, including

Must have a minimum of ten (10) years in the management of design projects or supervisory roles in a large, multi-faceted organization.

Competencies:

A registered NYS licensed professional engineer (PE) is required and will sign and seal.

Experience performing site inspections, documenting site conditions and construction activities, coordinating with Agency Owner and contractor staff, and responding to contractor requests for information.

Significant experience in design management for major construction projects with highly complex systems preferred .

Knowledge of applicable industry, NYSDOT , and AASHTO design codes and standards.

Excellent communication and interpersonal skills.

Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

Must possess excellent team - building , listening, problem-solving, and prioritization skills.

Proficiency in current design and engineering software and Microsoft Office is required.

Has experience in interpreting engineering reports and analysis.

An attitude and commitment to being an active participant in our employee culture.

Able to multi-task and be flexible/adapt to rapidly changing project requirements/timelines.

Knowledge of the capital design and construction process- alternative Delivery experience preferred .
