City of New York Agency Attorney Tax Intern in New York, New York

Job Description

The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Legal Affairs Division serves as the in-house legal department for DOF, providing professional and comprehensive legal advice and services supporting a full range of city tax and other revenue-related matters. Legal Affairs Division attorneys and staff handle various legal issues, including real property taxes and exemptions, business income and excise taxes, collections, parking violations, treasury, land registry, Conciliation Bureau conferences, FOIL, and employment law.

We are seeking to hire two (2) enthusiastic Agency Attorney Tax Interns in our Tax Law Unit. The selected candidates will participate on a knowledgeable and experienced team of tax attorneys. Under close supervision, the Agency Attorney Tax Interns will receive legal training and practical experience in Department of Finance Tax Law work as follows:

  • Research and analyze tax law cases, statutes and regulations. Assist in drafting DOF Letter Rulings on income and excise tax issues and other legal memos.

  • Assist in preparing legal arguments and train to represent DOF in conferences before the Conciliation Bureau, and in hearings before other forums as needed.

  • Work with tax attorneys to provide counsel on legal questions from DOF staff, managers and outside practitioners. Provide legal analysis and recommendations.

  • Assist with drafting, reviewing and updating tax forms, taxpayer communications, and guidance.

  • Work on Law Department requests for tax litigation and other matters being handled for DOF.

  • Prepare and review documents in response to various information requests.

  • Assist with DOF rule drafting and legislative projects.

  • Participate in division and agency projects and handling assignments as needed in tax or other legal areas under the direction of the General Counsel or other division manager or director.

Qualifications

Graduation from an accredited United States law school as defined in the Rules of the New York Court of Appeals (Sections 520.3 or 520.5) or admission to the New York State Bar.
