The Position

Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.

Incumbents recommend and implement changes to work plans, program performance standards and objectives for providing services, and eligibility requirements as permitted by program regulations and guidelines; and may train, supervise, and evaluate the performance of subordinate staff and/or a staff consisting of several students, volunteers and/or contract staff.

Located within the Ombudsman's Office under the Real Estate Division, this position will create and facilitate training and education for constituents who work with and reside in homeowner associations. This position is primarily tasked with both in-person and online content creation and will develop an enterprise learning management system (LMS) regarding NRS and NAC 116, 116A and 116B. The incumbent will utilize Adobe Captivate to create SCORM-compliant courses, and Adobe Creative to produce interactive learning materials, including instructional videos, visually enticing learning modules, exams, chat features, and tutorials. This position will identify and manage different user groups, communicate with constituents through email blasts, assess student progress through grading systems, report analytics, and present material at outreach events. The incumbent must be comfortable presenting information to the public, using Microsoft Office Suite, including Teams, and creating content using Adobe editing programs. To Qualify:

In order to be qualified, you must meet the following requirements:

Education and Experience (Minimum Qualifications)

Bachelor's degree from an accredited college or university in business or public administration, or other discipline related to the program assignment; OR graduation from high school or equivalent education and two years of para-professional program support experience equivalent to an Administrative Assistant III in Nevada State service which required the application of State and/or federal laws, policy and procedures; reviewing documents prepared by others for program compliance determinations; or preparing reports which summarize financial and statistical information; OR an equivalent combination of education and experience as described above.

Special Requirements

A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continuing employment. A State of Nevada/FBI fingerprint based background check is required as a condition of appointment and as a condition of continuing employment.
