Summary About the Position: Performs a variety of budgetary and administrative functions in implementing the District's budgetary process, policies, and procedures. Funding is complex involving multiple Civil Works appropriations, the Civil Works Revolving Fund, and multiple military appropriations; some of which include provisions for reimbursement and sub-program control. Responsibilities Perform budgetary functions associated with the establishment and monitoring of income and expenditures for authorized missions. Perform comprehensive reviews of funding elements within lines of accounting, authorization documents, and other support items. Utilize available policies, regulations, and publications from USACE, Army, DFAS, and other DOD agencies to ensure lawful distribution of funding allotments. Accept civil and military funding documents that include direct funding authorizations, military interdepartmental purchase requests, interagency agreements, and customer advance funding. Conduct reviews of expiring reimbursable orders and expiring direct-funded line items to reprogram funds to initiate requests for additional funds, to extend expiration dates, or to return year-end unobligated balances. Specialized Experience for GS-09: One year of specialized experience which includes using budgeting regulations, methods, and concepts to develop and/or revise budget estimates; establishing procedures to monitor and track funds, expenditures, and obligations; gathering cost data to provide accurate status on the utilization of funds, and current obligations; interacting with internal/external customers to provide information about budget procedures and timely submission of budget estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: A masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education (minimum of 36 graduate-level semester hours) leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, business, economics, finance, political science, or statistics. (Note: You MUST submit copies of ALL relevant transcripts with your application.) OR Combination of Education and Experience: Combinations of successfully completed graduate-level education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate-level education beyond the first year (total graduate-level semester hours minus 18) by 18. Add the two percentages. Specialized Experience for GS-11: One year of specialized experience which includes review and analyze military, civil, and revolving funds funding documents; applying comprehensive knowledge of a wide range of budgeting regulations, methods, and concepts to analyze and formulate budget estimates; developing trends and forecasting expenses or other related work that provided the experience to perform the duties of the position. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education (minimum of 54 graduate-level semester hours) leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, business, economics, finance, political science, or statistics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate-level education beyond the second year (total graduate-level semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
