Snap Inc. Technical Program Manager, Regulatory Compliance and Cellular in Los Angeles, California

We're looking for a Technical Program Manager to join the Snap Lab team at Snap Inc.!

What you’ll do:

  • Drive cellular development hardware and software requirements with cross-functional teams (Antenna, RF, Desense, EE, PD, SW, Product Management, Supply Chain, Operations)

  • Engage wireless carriers to develop and align connectivity and certification requirements

  • Track project schedules for all program phases to ensure hardware development schedules are met

  • Run development hardware builds, both locally and in Asia (travel required), create and handle hardware build configurations, lead contract manufacturing teams to meet build objectives

  • Manage development timelines of RF development boards and RF test line for builds

  • Drive resolution of component/FW issue fault analysis and corrective actions with vendors

  • Drive allocation requests and distribution of hardware with cross-functional teams

  • Achieve product and engineering compliance by developing and executing compliance programs, completing documentation, and resolving certification issues

  • Lead the planning and execution of compliance programs to ensure all requirements are successfully completed by program launch

  • Prevent compliance issues by collaborating with engineering planning and design teams, reviewing design data, and developing compliance policies

  • Identify and resolve product and engineering design issues by identifying short-term and long-term issues

  • Research and identify applicable regulatory and industry compliance standards and codes

  • Organize compliance programs by preparing timetables, cost estimates, and required resources, including test laboratories and equipment

  • Selection and management of outside test houses to conduct compliance and certification requirements

  • Identifying product, packaging and other materials, as well as marketing and ecommerce marking compliance requirements

  • Present program status to executive management.

  • Drive resolution of technical issues between cross-functional teams.

  • Identify program risks and develop mitigation strategies.

Knowledge, skills, & abilities:

  • Validated cross-functional program management skills including developing schedules, risk management, and vendor/supplier management

  • Experience in hardware regulatory compliance and product development, manufacturing, validating, and deploying consumer products

  • Detailed understanding of global regulations including materials, batteries, FDA, EU, RoHS and regulatory processes for wireless consumer devices (including FCC, PTCRB/GCF, CTIA, ETSI, TIA/EIA, etc.)

  • Detailed understanding of regional environmental and recycling requirements.

  • Detailed understanding of global safety and environmental regulations in both self-certification and type approval markets

  • Proven track record for gaining certifications and meeting compliance for bringing products to market

  • Demonstrated collaboration with team members to achieve project goals and contribute positively to the engineering community

  • Experience working with government agencies and policy makers across the world (FDA, FCC, etc.)

  • Experience with WEEE, REACH, Prop65 and similar industry requirements

  • Knowledge of wireless communication standards including WiFi, BT, BLE, GPS, 4G LTE, 5G, etc

  • Experience leading cellular and/or compliance projects from prototype to production (system integration, IC design, FW/SW, manufacturing, validation, certification, etc.)

  • Experience working in the development of cellular baseband modem systems, algorithms, hardware and/or firmware

  • Understanding of end-to-end system involving the UE and network is desired.

Minimum qualifications:

  • Bachelor's degree in Electrical Engineering or related field

  • 11+ years of relevant experience

  • 3+ years of regulatory compliance experience for consumer electronics

Compensation

In the United States, work locations are assigned a pay zone which determines the salary range for the position. The successful candidate’s starting pay will be determined based on job-related skills, experience, qualifications, work location, and market conditions. These pay zones may be modified in the future.

The base salary range for this position is $202,000-$303,000 annually.

Zone B (https://careers.snap.com/us-payzones) :

The base salary range for this position is $192,000-$288,000 annually.

Zone C (https://careers.snap.com/us-payzones) :

The base salary range for this position is $172,000-$257,000 annually.

This position is eligible for equity in the form of RSUs.
