SPECIAL SALARY INFORMATION:

All person appointed to the position of Senior Physician (Item No. 5456) who have obtained certification by the appropriated American Medical Specialty Board in the specialty to which he/she is assigned, shall receive an additional compensation of a flat-rate monthly bonus equal to 5.5 percent of the step on the appropriate E Schedule to which they are entitled based upon experience. Such bonus shall only be given for certification in one specialty.

DEFINITION:

Incumbents in these positions are licensed physicians that have immediate charge of a small medical section within a larger medical unit of a medical facility or a small program of a medical facility.

CLASSIFICATION STANDARDS:

Positions allocable to this classification report to a Chief Physician and have full technical and supervisory responsibility for a small program or a unit within a larger program.

  • These positions work independently under general supervision and have administrative responsibilities including budget preparation, control for the program or unit, and development and execution of policies for the particular unit or program.

  • The position incumbent is responsible for the supervision and coordination of professional staff development and in-service training programs and for the preparation, review, and approval of medical and technical diagnoses, decisions, records, and reports.

Essential Job Functions

  • Evaluate toxicological information related to environmental chemical exposures using advanced scientific knowledge in environmental toxicology to ensure accurate and timely dissemination of information to the public and other stakeholders to prevent/ minimize adverse health effects.

  • Provide technical guidance and support on environmental exposure and health outcome and dissemination of information pertaining to the health effects of toxicological and environmental hazards to protect public health.

  • Communicate scientific or technical information to the public, organizations, or internal audiences through oral briefings, written documents, workshops, conferences, training sessions, or public hearings.

  • Develops policies and procedures for coordinating resources during toxic environmental emergencies and assists with conducting follow-up epidemiological studies/investigations to prevent/mitigate adverse health effects to the public.

  • Performs administrative duties such as preparing budgets for the section, determining equipment and supply needs, addressing personnel-related issues, developing and revising work procedures for expediting workload or improving levels of service, and screening work.

  • Formulates policies and plans and directs the programs and medical work of the section or assists in such activities for a division of a medical department

  • Examines, diagnoses, and prescribes treatment for patients and reviews the care prescribed by staff physicians, resident physicians, and interns.

  • Participates in the training of interns and resident physicians.

  • Coordinates the work of the section with that of other medical and paramedical services.

  • Confers with consultants regarding care of patients and medical and diagnostic work performed, and coordinates the work of consulting physicians with the work of the section.

  • Supervises the maintenance of records and the compilation and preparation of reports.

Completion of a residency approved by an American Specialty Board* in one or more designated specialties* or equivalent training**

One (1) year of experience in medical practice, post graduate training, teachingorinvestigative work.

LICENSE:

  • California State Physician and Surgeon's Certificate* authorized by the Board of Medical Examiners of the State of California.

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS III - MODERATE: This class requires that the incumbent stand or walk most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, occasional lifting of objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

EXAMINATION CONTENT:

Once we have determined that you meet our education and experience requirements, the examination process will consist of an evaluation of experience based on application information, desirable qualifications and supplemental questionnaire information submitted at the time of filingweighted 100%.

Benefit Information: Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a “new member” of the County’s defined benefit plan (LACERA) on or after January 1, 2013 (first employed by the County on or after December 1, 2012) – unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. It should be noted that County employees do not pay into Social Security, but do pay the Medical Hospital Insurance Tax portion of Social Security at a rate of 1.45%. The Los Angeles County Employees Retirement Association (LACERA) has reciprocal agreements with several public retirement systems in California.
