SPECIAL SALARY INFORMATION:

This position is subject to the provisions of the Management Appraisal of Performance Plan (MAPP). Initial salary placement and subsequent salary adjustments will be made in accordance with MAPP guidelines and regulations.

DEFINITION:

Assists in the planning, direction, coordination, and evaluation of Public Health Laboratory technical and administrative operations and services in the Department of Public Health.

CLASSIFICATION STANDARDS:

The one position allocable to this class reports to the Public Health Laboratory Director and, under general direction and guidance, assists in the planning, direction, and evaluation of public health laboratory operations, activities, and services. This responsibility includes planning, directing, assigning, and evaluating the work of major technical laboratory sections including Bacteriology/Parasitology, Mycobacteriology, Virology, and Immunology; and providing supervision and guidance to public health microbiologist supervisors. The Public Health Laboratory Assistant Director also assists in the development and formulation of public health laboratory policies, procedures, and objectives in support of various clinical, medical, and environmental health programs and the prevention of communicable disease and other public health-related illnesses. In addition, this position assists in the management and control of the laboratory's budget, personnel, and other administrative functions.

Essential Job Functions

  • Assists in planning, organizing, and directing laboratory operations and in the administration and implementation of laboratory objectives, policies, and procedures to ensure effective and efficient services and compliance with established standards, rules, and regulations.

  • Assists the Public Health Laboratory Director in the development, implementation, and assessment of long-range and short-term goals; conducts studies and analyzes reports and makes recommendations concerning laboratory staffing, organization, budget, and work flow.

  • Coordinates Public Health Laboratory operations and services with the operations of other local, state, Public Health and personal health programs.

  • Plans, organizes, directs and evaluates the work of supervisory staffs of major laboratory sections including Bacteriology/Parasitology, Mycobacteriology, Virology, and Immunology and determines operational priorities.

  • Directs the development and preparation of grant/contract applications and progress reports and monitors and controls related expenditures.

  • Plans and implements policies and procedures to ensure compliance with local, State and Federal regulations; ensures that laboratory testing meets the State and Federal mandated protocols.

  • Conducts validation and verification studies of new methodologies and instrumentations, analyzes results and prepares reports and recommendations.

  • Manages special projects or assignments as directed by the Public Health Laboratory Director, as needed.

Requirements

MINIMUM REQUIREMENTS:

A Doctoral degree* from an accredited college or university in chemical, physical, biological science, or related field -or- Graduation from an approved** medical school.

-AND-

Three years of relevant* laboratory work experience in a CLIA 88 certified or accredited clinical or public health laboratory, two years of which must have been in a supervisory capacity* -or- One year of experience at the level of the Los Angeles County class of Public Health Microbiology Supervisor II, d irecting through subordinate supervising microbiologists the technical and administrative activities of several public health laboratory units.

LICENSE(S) AND CERTIFICATE(S) REQUIRED:

  1. A Public Health Microbiologist's certificate ** issued by the California State Department of Public Health.

PHYSICAL CLASS:

Physical Class II – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    *Relevant laboratory experience is defined as clinical diagnostic or public health surveillance work or closely related experience.

    **Accredited by the Clinical Laboratory Improvement Amendment (CLIA) or the College of American Pathologists (CAP).

    *Supervisory capacity is defined as plans, organizes, directs, and evaluates the work of subordinate staff.

    **Prior to appointment, applicants must be certified as a California Public Health Microbiologist or have been issued a temporary certificate by the California State Department of Public Health for those applicants who meet the requirements for admission to the next scheduled examination. Certification must be obtained within twelve (12) months from appointment.

    DESIRABLE QUALIFICATIONS:

Additional points will be awardedfor additional supervisory capacity experience in relevant laboratory work experience in a CLIA 88 certified or accredited clinical or public health laboratory or for additional experience at the level of the Los Angeles County class of Public Health Microbiology Supervisor II.

EXAMINATION CONTENT:

Once we have determined that you meet our minimum requirements the examination process will consist of an evaluation of experience based on application information, desirable qualifications, and supplemental questionnaire information submitted at the time of filingweighted 100%.

Applicants must meet the Minimum Requirements and achieve a passing score of 70% or higher on the examination (evaluation of experience) to be added to the Eligible Register (hiring list). Passing this examination and being added to the Eligible Register does not guarantee an offer of employment.

The names of candidates receiving a passing score in the examination will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility.

Benefit Information: Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a “new member” of the County’s defined benefit plan (LACERA) on or after January 1, 2013 (first employed by the County on or after December 1, 2012) – unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. It should be noted that County employees do not pay into Social Security, but do pay the Medical Hospital Insurance Tax portion of Social Security at a rate of 1.45%. The Los Angeles County Employees Retirement Association (LACERA) has reciprocal agreements with several public retirement systems in California.
