Los Alamos National Laboratory Union Payroll Manager (Accounting Manager 3) in Los Alamos, New Mexico

What You Will Do

The Controller Division is seeking to hire a highly motivated, energetic, and customer-focused Accounting Manager 3 to lead the Craft Payroll team. The team processes a weekly union craft workforce payroll (approximately 1,400 employees) utilizing the payroll application NOW Solutions (emPath) and Asset Suite system for time and effort.

The selected candidate will report to the Controller Payroll Group Leader and will provide support to the mission of the group by, managing the Craft Payroll daily operations in a dynamic environment with multiple strict deadlines while interacting with all levels of Labor Relations, Logistics, Accounting, and IT staff and management; build internal and external collaborative working relationships and form cross functional partnerships across the organization.

Minimum Job Requirements:

Payroll & Accounting Requirements

Extensive experience managing a complex payroll team within a medium to large organization. Comprehensive knowledge of complex accounting and financial analysis, benefits, and tax accounting with demonstrated ability to research payroll and business issues and proper application of internal controls for a payroll operation gained through specialized work experience. Advanced experience and demonstrated ability in interpreting and upholding company policies and support compliance via payroll/time collection systems, time charging practice/processes, and internal controls.

Comprehensive knowledge of FLSA and Davis Bacon Act regulations and requirements. Demonstrated experience working with collective bargaining agreements and trade or union payrolls. Advanced understanding and knowledge of federal, state, and local tax rules and reporting requirements, accounting and finance functions, concepts and principles that include Generally Accepted Accounting Principles (GAAP), Cost Accounting Standards (CAS) and proper application of internal controls for a payroll operation. Comprehensive knowledge of IRS regulations and year-end payroll reporting requirements; local, state, federal and DOL regulations and reporting requirements.

Ability to serve as a liaison between functional and technical teams to collaborate and respond to data requests and develop, test, and implement system changes and solutions. Demonstrated ability to consider the impact of payroll-related processes and accounting on employees and other organizations. Demonstrated awareness of importance of confidentiality and requirements surrounding personally identifiable information (PII).

Management Requirements

Advanced knowledge of personnel policies and procedures and demonstrated skill in their application to selection, training and development, performance evaluation, and career discussion. Broad knowledge of EEO/diversity, staffing and organizational development. The candidate must have the ability to work outside a regular schedule to ensure that critical deadlines are met.

Problem Solving

Extensive knowledge and demonstrated experience researching, analyzing data, identifying performance deficiencies, summarizing results, resolving problems and issues by evaluating alternative courses of action and making recommendations for improvement and developing strategies and procedures both independently and as a member of management. Strong tactical decision-making.

Communication/Teamwork/Organization

Demonstrated experience communicating and presenting complex and detailed information in an understandable manner across a diverse range of audiences to include peers, customers, and senior management.; excellent interpersonal, verbal, and written communication skills; demonstrated ability to work effectively within a team with stringent deadlines, interruptions and changing priorities with a high degree of accuracy and accountability. Advanced organizational skills to independently establish priorities and to execute complex business and financial assignments.

Technical Experience

Extensive experience and knowledge of payroll time and labor or financial system data integration in an ERP system. Experience with Microsoft Office tool, especially Outlook, Excel, Word, and PowerPoint.

Education/Experience

Position requires a bachelor's degree in accounting, finance, business administration or a related field from an accredited institution and eight years of related experience; or an equivalent combination of education and experience directly related to the occupation. A master's degree in accounting or a related field or CPA is preferred.

Desired Qualifications:

  • Experience with union craft payroll and timekeeping.

  • Certified Payroll Professional (CPP)

Work Environment:

Work Location: The work location for this position is telework and is located in Los Alamos, NM. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. No Clearance: Position does not require a security clearance. Selected candidates will be subject to drug testing and other pre-employment background checks.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, October 31st. The annual distribution is prorated based on the number of months in the eligible position.
