What You Will Do

As an Emergency Planning and Preparedness Specialist in the Drill & Exercise Program, you will report directly to the Operational Assurance manager, within the Emergency Preparedness group at Los Alamos National Laboratory (LANL).

In this role, you will support the planning, development, and preparation of first responders, facilities, programmatic organizations, the LANL workforce, and offsite stakeholders for disaster and emergency incidents. You will be responsible for supporting the Emergency Management Division's Drill & Exercise Program in developing and implementing requirements codified in the current DOE O 151.1, Comprehensive Emergency Management System.

This position requires unique creativity in program development and implementation strategies. Responsibilities may include supporting the maintenance of the Emergency Drill Program Plan and Exercise Program Plan, designing / planning / conducting / evaluating drills and exercises, coordinating with deployed emergency preparedness coordinators (EPCs) to ensure alignment and compliance with program requirements, and collaborating with other teams, groups, and programs within the division.

At this level, you will be expected to work independently, propose creative solutions, and lead activities of increased complexity and scope.

What You Need

Minimum Job Requirements:

• Demonstrated experience in emergency management, including preparedness, response, recovery, and mitigation.

• Demonstrated experience in drill and exercise design, planning, conduct, and evaluation consistent with Homeland Security Exercise and Evaluation Program (HSEEP) concepts and principles and / or DOE Order 151.1, Comprehensive Emergency Management System.

• Demonstrated experience in generating and conducting training or instruction of drill and exercise course material.

• Working knowledge of developing, preparing, or implementing policies, plans, procedures, or related documentation that enable program success and compliance within applicable regulatory frameworks.

• Working knowledge of National Incident Management System (NIMS) and Incident Command System (ICS) principles, concepts, and terminology.

• Proven ability to collaborate and partner with stakeholders at various levels, as well as working effectively in a team environment.

Education/Experience: This position requires a bachelor's degree and a minimum of 5 years of related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

• Familiarity with DOE Order 151.1D, Comprehensive Emergency Management System.

• Familiarity with Los Alamos National Laboratory operations and structure.

• Experience working in an Emergency Operations Center (EOC) environment.

Work Environment:

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Note to Applicants: The selected candidate must be willing to serve in a periodic on-call capacity for a position within the Emergency Operations Center (EOC) where recall would be required within 2-hours outside of normal laboratory business hours.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
