About this position:

The individual in this position serves as a District Environmental Specialist and primarily travels within a defined region (designated as Wastewater Host District 07) of the DOTD and conducts inspections, sampling, testing, data acquisition and provide corrective actions for the statewide Wastewater and Stormwater Programs. Additionally, the incumbent may travel within the defined region for the purpose of data collection, sampling, inspections, corrective actions and collaboration with District personnel and support staff relative to other environmental programs administered through the Environmental Compliance Unit (Underground Storage Tanks, Solid and Hazardous Waste, Vibration Monitoring, and etc.). Travel requires the incumbent to possess valid driver's license. The incumbent also has responsibility for reviewing and approving the work of environmental consultants and contractors primarily involved in the Wastewater and Stormwater Programs within the host 07 region. In this capacity, the incumbent works closely with the consultants and specific Sections within the Department to fulfill requirements under these programs. The incumbent works at the advanced journeyman level and may serve as lead worker and exercise functional and project supervision over lower level Environmental Specialists, District personnel, or support staff in order to accomplish Unit goals.

This position is eligible for a 10% base pay adjustment upon attainment of permanent status.

This position is eligible for premium pay for hours actually worked as follows:

2 years to less than 4 years $1.50/hour

MINIMUM QUALIFICATIONS:

A baccalaureate degree in one of the following fields: biological sciences, sociology, economics, anthropology, forestry, chemistry, geology, physics, geography, environmental science/ecology, wildlife and fisheries science, engineering, landscape architecture, history, architecture or archeology.

FUNCTION OF WORK:

To evaluate the Department’s Construction and Maintenance Programs and administer the Department’s environmental programs to ensure compliance with federal, state and local environmental regulations.

Additionally, the incumbent may travel within the defined region for the purpose of data collection, sampling, inspections, corrective actions and collaboration with District personnel and support staff relative to other environmental programs administered through the Environmental Compliance Unit (Underground Storage Tanks, Solid and Hazardous Waste, Vibration Monitoring, and etc.). Travel requires the incumbent to possess valid driver’s license. The incumbent also has responsibility for reviewing and approving the work of environmental consultants and contractors primarily involved in the Wastewater and Stormwater Programs within the host 07 region. Routine communication is maintained within specific Sections of the Department and frequently extends to other environmental and non-environmental entities (LA DEQ, LA DHH, City/Parish Governments, Consultants/Contractors, and Analytical Laboratories) outside the Department. The incumbent reviews and approves the work of consultants/contractors, represents the Department at meetings and during other settings to provide program updates and specific data as the immediate need may dictate.

The incumbent is expected to gain experience in various unit programs as well as obtain required certifications and training in LA DHH Wastewater Treatment and Collection, National Stormwater Center Stormwater Inspection, LA DEQ’s UST Certified Workers Program, Asbestos Workers Inspection, and Sampling Plan and forty hours of certified training in the management/handling of solid and hazardous materials.

Specific areas of responsibilities and duties are outlined below.

30% Provides assistance with the development and implementation of the Department’s Stormwater Pollution Prevention Plans (SWP3s) as required under the US Clean Water Act (CWA). Such plans provide a step-by-step process for ensuring that pollutants are reduced and/or prevented from entering into the facility’s stormwater runoff. Towards this end, the incumbent implements a team effort concept when selecting and implementing Best Management Practices (BMPs) for the various sites. The SWP3s consist of five (5) major phases: 1) planning and organization; 2) assessment; 3) BMP selection and plan design; 4) implementation; and 5) evaluation and site inspections. In order to meet the requirements defined under each of these phases, the incumbent works closely with numerous district personnel ranging from District Administrators to Technicians and acts as team leader and provides regulatory guidance in meeting these requirements. It is the incumbent’s responsibility to help establish a pollution prevention team, conduct a materials inventory, assist with the development and review of BMPs, assist with the development and implementation schedules and time lines, assist with providing awareness and response training relative to materials identified during the “assessment phase”, review the implemented BMPs for effectiveness and modifications, and to ensure routine inspections are carried out as outlined in the SWP3s.

30% Assists with the implementation of DOTD's statewide wastewater and stormwater compliance programs. This is achieved through inspections, sampling, laboratory testing, and interpretation of test data, providing corrective actions to ensure proper facility operation and report preparation (DMRs, Non-Compliance Reports and inspection reports) for the various permitted and non-permitted facilities in Host District 07. These reports are sent to the LA DEQ, US EPA, City Parish, and Departmental Personnel to help ensure DOTD compliance with discharge limitations as specified under the US Clean Water Act (CWA).

20% Assists with the development and maintenance of a statewide computer database for tracking and reporting site status relative to the Department’s wastewater and stormwater facilities. Such database provides rapid access to detailed information on type of treatment facilities, permit requirements, contact personnel, compliance history and data necessary for the preparation of reports (DMRs, SWP3s, Non-Compliance Reports, and etc.). The timely availability of this information is crucial to the Department’s response to environmental compliance and its contractual obligations.

15% Travels primarily within the defined region and occasionally to adjacent districts for the purpose of data collection, sampling, site inspections, interpretation of test data, providing corrective actions and collaboration with another Unit environmentalist, the DOTD Emergency Service Coordinator or district personnel relative to other environmental programs administered through the Environmental Compliance Unit (Underground Storage Tanks, Solid and Hazardous Waste, Vibration Monitoring and etc.). Such efforts provide assistance to district personnel and other Unit Environmental Specialists who may have primary responsibility for requirements defined under those programs.

5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
