Amentum Procurement and Subcontracts Manager in Kennedy Space Center, Florida

Job Description

The Procurement & Subcontracts Manager leads the acquisition efforts of the Purchasing and Subcontracting team. Skilled in subcontract administration and material acquisition, proposal analysis, negotiation, and vendor communication. Possess a strong track record of problem-solving negotiations and dispute resolution.

Responsibilities

  • Develop procurement strategies and review and assist with creating a clear, concise, actionable Statements of Work (SOW) for Task Orders and other related acquisitions. Act as advisor regarding legal requirements, best practices, terms and conditions, and delivery schedules.

  • Prepares Request for Proposals, Request for Quotes, pricing activities, and contract negotiations with vendors. Subject Matter Expert interpreting contractual terms and conditions and appropriate Prime Contract flow down clauses.

  • Manage supplier relationships including leading kick-off meetings, communications, and performance measurement. Active participant representing Amentum with the NASA/KSC Small Business office.

  • Manage the coordination of post-award supplier implementation plan and activities for the smooth transition of new suppliers. Direct site visits / on-site meetings as needed.

  • Ensure compliance with contractual obligation requirements.

  • Has a strong track record of problem-solving commercial negotiations and dispute resolution.

  • Ensure processes are in place to properly acquire and receive products and/or services in support of the Procure-to-Pay (P2P) process (aka three-way match of order, receipt, and invoice).

  • Administer and oversee Subcontracts and Procurement from RFP to Close-Out.

  • Executes Amentum and other Procurement objectives. In doing so, will become familiar with Amentum’s Supply Chain’s Procurement Policy and Procedures.

  • Exercise a high degree of independent judgment within generally defined processes and procedures in selecting methods or techniques for obtaining solutions. Ensure that budget, schedules, compliance and performance requirements are met.

  • Ensures Amentum’s established Procurement goals; and implement corrective action(s) are followed to further ensure goals are met.

Minimum Knowledge

  • Six (6) years of progressively responsible professional experience in subcontract administration and Procurement.

  • Bachelor’s degree in Purchasing, Supply Chain Management, Logistics, Business, Accounting or related field preferred.

  • Advanced working and practical knowledge of all facets of supply chain, sourcing, and supplier management.

  • Advanced knowledge of the Federal Acquisition Regulation (FAR) and related federal and state legislation and regulations is preferred.

  • Advanced leadership, networking, and interpersonal skills with an ability to develop productive working relationships with others.

  • Proven, advanced organizational and planning skills in order to prioritize and balance multiple subcontracts.

  • Excellent negotiation, written and verbal communications skills with an ability to communicate with a wide variety of levels and positions within the organization including Program management and VP executive-level.

  • Proven advanced ability to make sound business judgments related to strategic supply philosophies and initiatives.

  • Knowledge of contractual terms and conditions, and how to mitigate risk.

  • Proficient in Microsoft applications (Outlook, PowerPoint, Word, Excel, SharePoint).

  • Knowledge of applications related to Purchasing within Costpoint and MAXIMO is preferred
