Town of Barnstable Executive Assistant in Hyannis, Massachusetts

Highly-responsible technical work overseeing accounting, budgeting and administrative functions within the Department of Public Works with emphasis on financial policies and procedures, revenue and expenditure controls and analysis; annual budget preparation and monitoring. Projects could involve any aspect of DPW functions. Provides excellent customer service and assistance to citizens related to all DPW functions, projects, and services. Working with all DPW Divisions and Sections serves as the initial contact/triage person for various requests, services, and operations; and responds to a variety of requests. Provides administrative, clerical, and research support to the Department, but particularly the Director and Assistant Director of Public Works. All other related work as required. Minimum Qualifications: Bachelor\'s degree in business administration, accounting, engineering, or related field; more than seven years of professional experience; experience in public work or engineering operations strongly preferred; supervisory experience helpful; or any equivalent of education and experience. Class D, MA drivers license required. Additional Qualifications: Broad, comprehensive and practical understanding of the policies, procedures, and activities relative to public works operations. Must have some understanding of the multiple disciplines contained within the DPW. Some knowledge of municipal finance and procurement practices, human resources are also required. Working knowledge of computer application related to DPW functions. Thorough knowledge of office procedures, practices and terminology. Complete knowledge of the use of office and data processing equipment, Knowledge of town government, budget preparation, policy and procedures, and pertinent state and local laws. Ability to manage and plan complex projects. Ability to conduct cost analyses, and cost management for projects. Ability to prepare comprehensive reports including budgets. Ability to prepare and administer grants. Demonstrated ability to meet and deal appropriately and effectively with a large variety of people. Demonstrated ability to plan, assign and supervise the work of subordinates; and to evaluate their performance. Ability to work in a close-knit, team environment. Ability to organize time, handle multiple tasks, prioritize tasks, work independently and accomplish tasks despite frequent interruptions. Strong communication and presentation skills. Demonstrated interpersonal skills in working with a variety of people, and team members at various levels of Town government and the public. Proficiency in the use of computers including word processing, spreadsheets, database, proprietary software packages, and PowerPoint. Team oriented attitude. \$1,406.00 weekly + benefits
