DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS:

To provide professional analytical, administrative and technical management support to various department personnel, including a primary role in CUS Annual Comprehensive Financial Report as well as all related financial policies, analysis, required compliance and transactions as required. This is a newly created department for the Combined

Utility System. Position serves as project liaison for financial reporting software integration.

The Sr. Analyst Financial Reporting duties will include but are not limited to:

  • Assists in the preparation of the Combined Utility System’s Annual Comprehensive Financial Report (ACFR), as well as the preparation of monthly and year-end closing entries, financial reporting schedules, and ACFR footnotes.

  • Serves as project liaison for financial reporting software integration.

  • Oversees and/or conducts monthly general ledger analysis and reconciliations.

  • Prepares journal document entries to transfer, adjust and/or correct accounting records; ensures accuracy and completeness of entries; enters transactions into accounting system.

  • Assists in evaluating and implementing new Governmental Accounting Standards Board (GASB) pronouncements.

  • Performs other duties and special projects as required.

WORKING CONDITIONS:

The position is physically comfortable; the individual has discretion about walking, standing, etc. Requires the ability to make simple gross motor responses within large tolerances. This position is Hybrid Telework Eligible.

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS: Requires a bachelor’s degree in Business Administration, Public Administration, or a field directly related to the type of work being performed. Preference will be given to applicants with experience working with governmental accounting practices and experience with the SAP financial system.

Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

EXPERIENCE REQUIRMENTS: Three (3) years of professional administrative, financial or analytical experience related to the type of work being performed are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCES

Preference will be given to applicants with:

  • A Bachelor’s or Master’s degree in Accounting/Finance

  • A Certified Public Account (CPA) license or a CPA candidate applicant

  • Strong background and knowledge in governmental accounting, ACFR compilation, bond and debt accounting

  • In lieu of governmental accounting and ACFR compilation, a strong background in annual Financial Statement preparation in private industry with a knowledge of required disclosures and FASB updates will also be taken under consideration

  • SAP experience, and financial reporting software

  • Proficiency in Microsoft Office products (Excel, Word, and PowerPoint)

  • Strong written and verbal communication skills

  • Demonstrated ability to train/mentor less experience professionals

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
