Job Overview:
The Manager Marine Operations coordinates and supervises the performance of Project and Field Engineers’ engineering studies, the preparation of installation procedures, and directing the contract related scope of work scheduled in the field. Manager Marine Operations review Marine bid inputs, has effective utilization of marine spreads on a day-to-day basis, drives strategy for operations in bids & projects, engages heavily with clients on technical & commercial aspects for prospects & ongoing projects, and forecasts department budget and accountable for being within budget.
Manager Marine Operations follows best practices while managing a team of engineers to efficiently plan and safely execute complex projects scope of work, conducts collaborative performance reviews and supervise work of team members, ensures established processes and SOPs are documented within the central management system and internal as well as industry standards are followed, perform Root Cause Analysis and facilitate independent problem solving, engages with client / customers for providing operational / technical guidance and feedback, follows excellent communication, show great professionalism, and demonstrate superb written skills, influence discussions during HAZID and other HSE processes with special emphasis on identification and control of operational risk, and coordinates with other functions to gather lessons learned.
Key Tasks and Responsibilities:
Allocate adequate resources to project management teams to ensure timely, effective, and safe management of marine contracts
Review and approve the procedures prepared for the respective offshore construction work. This responsibility may be delegated to the responsible project engineer on a project-by-project basis
Plan and Monitor the Major Work Vessel schedule
Supervise the sourcing and provision of support vessels and tugs required for the movement and operation of major work vessels, and other project aspects.
Actively promote and ensure all subordinates and subcontractors comply with all HS&E policies and procedures
Assist in communicating division and project safety goals to subordinates
Supervise the preparation of scope of work, specifications, and other engineering requirements for subcontracts for NDT, Survey, Diving support and miscellaneous Engineering studies, and coordinate with these sub-contractors during the execution of the work
Liaise with the Project Managers during the review, evaluation and approvals required for all subcontracts
Development of offshore program schedules and coordinate with the Project Planning and Scheduling department during development of a correct work program, and corrective action should there become required
Attend one major work vessel inspection and one and audit annually
Attend Project Meetings are required
Review and approve project safety plans and project specific JSA’s and ensure the contents are communicated and implemented
Plan project hazard identification evaluations and communicating and enforcing hazard control requirements
Coordinate meetings required by Offshore Operations with other internal disciplines, outside bodies and Project Managers, ensure that these meetings are recorded, action specified, and follow-up action taken as required
Participate in the resolution of any technical problem arising during offshore installation and assist in any corrective action that is required. Make recommendations necessary when it is apparent that external specialist assistance is required
Review and coordination of resource information utilized for financial forecast
Ensure project related vessel, equipment, safety, and quality requirements are made known to responsible departments in a timely manner
Review all division input on proposals
Ensure performance on current projects is measured against the bid and is considered in future estimates
Essential Qualifications and Education:
Degree in Civil, Ocean, or Mechanical Engineering
10 + Years Offshore Construction Industry
