SAIC Logistics Analyst in HONOLULU, Hawaii

Description

We are seeking Logistic Analysts at all levels of experience (Junior thru Senior and SME) to support the United States Army Pacific Command (USARPAC) Task Order (TO). We are currently assembling our team of experienced professionals with a broad range of intelligence, operations, planning, data, training, and logistics solutions on an enterprise scale to advance technical capabilities and maximize the effectiveness of USARPAC programs, operations, and partnerships throughout the USARPAC Area of Responsibility (AOR).

These positions are contingent upon contract award expected Summer 2024 and will be located in Hawaii.

Assist the Government in developing logistics strategy, planning, and programming for Army support of USINDOPACOM Operations Plans, CONPLANs, and Exercises, as well as the Army Campaign Plan (ACP) and the TACP. Provide expertise and recommendations for rapidly pivoting from the steady state environment to contingency response operations and contributing to developing plans for sustaining a Theater Army and other Services in a contested logistics environment. Use logistics-related data from enterprise systems when relevant to effectively assess activities, develop logistics plans and programming inputs, and inform decision-making. Provide logistics expertise and planning services advice to USARPAC staff and subordinate commands, Army components of sub-unified commands, and USINDOPACOM. Logistics matters about OPLANs, time-phased force and deployment listings, and commodities requirements (e.g., fuel, water, munitions, and logistics readiness matters.). Monitor day-to-day ongoing Army USARPAC logistics planning activities, prepare coordination documents/information papers, and present briefings as requested by the Government. It may require coordination with operational partners to identify and document logistics strategy, mitigate gaps, and make recommendations to increase logistics capability throughout the USARPAC AOR.

Duties:

  • Review logistics portions of JCS/USINDOPACOM/DA planning guidance, OPLANs/CONPLANs from unified/sub-unified commands,

  • Analyze and contribute to logistics force structure, considering impact on current or future Army logistics missions.

  • Review, develop, and recommend USARPAC G4 input and logistical requirements for the Army Campaign Plan (ACP) to build a campaign-capable, joint, and expeditionary Army within the Army Transformation effort.

  • Serve as the Army component focal point for Rapid Deployment Joint Task Force (RDJTF) planning in the Pacific area including development of common items to provide support to forces deployed in the USARPAC geographic area.

  • Provides sustainment management oversight for all Modified Table of Organization and Equipment (MTOE) assigned forces in USARPAC in support of the Maintenance Assistance and Instruction Team (MAIT).

  • Oversee the reset/refit of redeployment units to support transformation and modular conversion.

  • Review logistics portions of JCS/ USINDOPACOM /DA/ USARPAC planning guidance, OPLANs/CONPLANs from unified/sub-unified commands, Theater Army, and other commands as directed to ensure compatibility of logistics portions of OPLANs support

  • requirements and capabilities.

  • Advise, assist, and make recommendations to USINDOPACOM concerning USINDOPACOM and joint JCS plans.

  • Assist USINDOPACOM in the development of logistics portions of strategic studies and

  • in the coordination of logistics services for special operations involving U.S. forces.

  • Coordinate and respond to a variety of logistics-oriented requirements from USINDOPACOM, DA, and other command/agency/activity/staff levels.

  • Prepare and respond to requests for assistance, document reviews, briefings, fact sheets, and point papers relative to logistics planning documents.

  • Conduct holistic fuels planning for sustainment of Army operations ranging competition phase to conflict operations, including Army Support to Other Services (ASOS).

  • Determine requirements for bulk fuel and packaged petroleum products, storage space, and fuel systems in support of JCS/USINDOPACOM/DA/USARPAC planning guidance, OPLANs/CONPLANs from unified/sub-unified commands, Theater Army, and other commands as directed.

  • Review and monitor quality surveillance procedures for petroleum.

  • Advise, assist, and make recommendations to USINDOPACOM concerning unit procedures and programs on environmentally sound handling of petroleum products and chemicals.

    • Review the accounting reports and maintenance records for petroleum distribution operations.
  • Monitor and advise the operations:

  • Monitor and advise disposal procedures for waste produced. Recommend disposition of off-specification or captured petroleum products in support of

  • JCS/USINDOPACOM/DA/USARPAC.

  • Recommend locations of petroleum pipeline routes, terminals, supply points, and depots; advise on bulk petroleum distribution system design.

  • Advise, assist, and make recommendations to USINDOPACOM concerning petroleum

  • operations.

  • Review petroleum operations for adherence to applicable environmental policies, procedures, laws, and regulations

**Qualifications** **EDUCATION AND EXPERIENCE:**

  • Requires a Bachelor’s degree but will accept years of experience in lieu of degree

  • Hiring at all levels 0-20+ years

**DESIRED EXPERIENCE:**

  • Command or joint level experience for Senior or SME hire

  • Post graduate degree in associated field of study for Senior or SME hires

**CLEARANCE REQUIREMENT:**

  • Must have an active TS clearance to start work

  • Must be able to obtain a TS/SCI
