SAIC Intel Analyst OSINT in HONOLULU, Hawaii

Description

We are seeking Intel Analysts OSINT at all levels of experience (Junior thru Senior and SME) to support the United States Army Pacific Command (USARPAC) Task Order (TO). We are currently assembling our team of experienced professionals with a broad range of intelligence, operations, planning, data, training, and logistics solutions on an enterprise scale to advance technical capabilities and maximize the effectiveness of USARPAC programs, operations, and partnerships throughout the USARPAC Area of Responsibility (AOR).

These positions are contingent upon contract award expected Summer 2024 and will be located in Hawaii.

We are currently assembling our team of experienced professionals with a broad range of intelligence, operations, planning, data, training, and logistics solutions on an enterprise scale to advance technical capabilities and maximize the effectiveness of USARPAC programs, operations, and partnerships throughout the USARPAC Area of Responsibility (AOR).

The Intel Analyst OSINT plans, develops, manages, and supports lead roles in OSINT collection and analysis related boards, bureaus, centers, cells, and working groups. Provides OSINT collection requirements that conform to established standards which then are publicized in the appropriate system of record. Assists the management of the Army OSINT -related products and data calls. Facilitates Army level multi-discipline strategies. Assists in development of Army OSINT collection requirements. Assists in OSINT collection assessment processes.

Duties:

  • Supports Intelligence Community-led OSINT collection working groups.

  • Tracks Army OSINT requirements and collaborate with Army Enterprise elements and external elements as required.

  • Provides recommendations for OSINT collection doctrine, polices, processes and procedures. Conducts and supervises tasking, survey, collection, geolocation, processing, and exploitation of foreign signals through OSINT analysis and dissemination supporting multi-domain electromagnetic spectrum operations at the tactical, operational, and strategic levels across National, Joint, Coalition, and Army echelons

  • Assists in the OSINT collection management process; operates and employs cryptologic equipment

  • Uses the methods for OSINT collection, processing, exploitation, and dissemination and training activities required to maximize operational OSINT readiness and assist with the creation of products for presentation to senior Government officials as well as edit and coordinate the final drafting of documents and presentations as required. Supports and assists to systematically conduct OSINT research and readiness activities to enhance the Government’s awareness, preparedness, and decision-making capabilities through USARPAC in accordance with Army, DoD, and Intelligence Community OSINT Policy.

  • Manages and integrates OSINT collection and analysis activities per contract requirements.

  • Enables the collaboration and synchronization of OSINT processing, exploiting and disseminating OSINT analysis and data processing by leveraging knowledge and experience in policy, program planning, collection capabilities, analytics, and information technology (IT) modernization.

  • Alleviates obstacles that could preclude the USARPAC and its strategic partners that encumber OSINT intelligence systems operations, training and sustaining.

  • Gathers feedback from OSINT intelligence consumers to determine if the requirements are being satisfied and revises intelligence requirements based on feedback received to identify issues, minimize information gaps, and mitigate capability shortfalls.

  • Develops OSINT intelligence Measures of Performance (MOPs) and intelligence Measures of Effectiveness (MOEs).

Qualifications

EDUCATION AND EXPERIENCE:

  • Bachelors degree and five (5) years' experience; Four (4) years' additional experience may be accepted in lieu of degree.

  • There may be positions available at all levels 0-20+ years experience

DESIRED:

  • Command or joint level experience for Senior or SME hires

  • Post graduate degree in associated field of study for Senior or SME hires

CLEARANCE REQUIREMENT:

  • Must have an active TS clearance to start work

  • Must be able to obtain a TS/SC
