Summary This position is organizationally aligned under the Engineering Service Line at the Edward Hines Jr. VA Hospital (578), Hines, IL - a complexity level 1a VHA facility. The primary purpose of the position is to function as a Supervisor for Utility System Repairer Operators and Boiler Plant staff - and the unit mission is to ensure the installation, repair, troubleshooting, service and maintenance, and all other operations at the Joliet CBOC and Hines Boiler Pant. Responsibilities Major Duties Include: Establishing the Scope of Work, forecasts funding, estimates the project timeline and procurement strategies, along with ensuring proper coordination and implementation of associated maintenance and repair, construction, renovation, testing, and equipment installation projects. Coordinate with customers to ensure complete and accurate needs have been accounted for. Ensures timely and efficient project activations by working closely with the Projects section to ensure a smooth transition between project completion and project activation. Continually analyzes workload and workflow to monitor progress and trends on work orders, preventative maintenance, and construction to maximize the efficient use of resources. Maintains an awareness of available resources (space, equipment, personnel) and advises management officials on the efficient distribution of the resources. Conducts or obtains necessary training for new, unusual, or problematical building or utility systems. Develops employee performance standards and makes formal appraisals of subordinate' s work performance, develops training requirements for subordinates, arranges for training, tracks and documents training accomplishments and initiates recommendations for promotion or reassignment. Incumbent counsel's employees and initiates disciplinary actions as appropriate. Responsible for compiling data for plant production, cost analysis, cost transfers, and all associated reports. Monitors attendance and approves requested leave as appropriate to support 24/7 operations. Maintains documentation provided by third party certifiers to ensure compliance with all VA Directives. Tracks contractor's work progress and performance through progress reports. The incumbent is responsible for the conduct of the quarterly Legionella testing program, bacterial testing requirements for the boiler treatment water, scheduling of thermal or chemical eradication as required and scheduling of retests in support of the program, reporting all results to supported services and the water safety committee. Must develop training plans for all subordinate employees to ensure that they have the necessary certifications, which are required of their positions. Monitor and evaluate the requirements of the Joint Commission of Accreditation of Healthcare Organizations (JCAHO) and ensure compliance for the applicable utility systems of the Hospital. Physical Requirements/Working Conditions: Work is usually performed indoors but is occasionally subject to sudden temperature changes when working on exterior building support equipment. Occasionally is subject to uncomfortable and possibly dangerous working conditions and exposure to the hazards, such as: cuts, bruises, electrical shock and chemicals that are normally encountered in facility maintenance and repair operations. The work typically involves walking, sitting, and similar situations found in most office settings. Require lifting and/or moving of items up to 50 pounds on an infrequent basis. Involves prolonged periods of computer work and requires interior and exterior site review across the campus. Position requires ability to manage multiple tasks concurrently.
