RCS is seeking a Cloud Analystwith( financial analysis )experience to advise in the design and management of cloud systems, applications, policies, and strategy as a member of the multi-cloud management advisory services team supporting national security objectives. You will be at the forefront of the IC’s push toward achieving multi-cloud objectives and establishing a foundation that will evolve across all agencies within the IC. The Cloud Analyst will advise senior leadership on cloud usage and operations and identify areas for cloud optimization.

The ideal candidate will have a solid understanding of cloud computing and technology systems and experience advising the best practices for security and privacy in cloud implementation and integration in the commercial cloud environment. They will provide unbiased, independent advisory services on cloud services’ use, performance, and delivery.

This position requires the candidate to be located onsite in Herndon, VA.

What you will do:

  • Incorporate security management and privacy requirements into cloud hardware, software, and applications.

  • Maintain up-to-date and extensive knowledge of cloud products and technology (e.g., Amazon Web Services (AWS), Microsoft Azure, Oracle Cloud, and IBM Cloud)

  • Analyze user needs and software requirements to determine approach and feasibility of design within time and cost constraints.

  • Responsible for aggregating, maintaining, analyzing, updating, and reporting on cloud service consumption/ordering, billing, spending, and utilization metrics.

  • Responsible for aggregating, maintaining, analyzing, updating, and reporting workload performance metrics such as workload placement, trends, thresholds, alerts, breaches, issues, problems, and recommendations.

  • Build detailed financial models to project the long-term, complete impact of cloud modernization and cloud usage on the organization’s budget and operations in a multi-cloud environment.

  • Propose cost allocation and/or chargeback models for cloud services.

  • Develop, track, and report relevant KPIs to shed financial and operational insights into the Cloud OpEx drivers, and influence business decisions using data and communication skills.

    Required Qualifications:

  • Clearance: Must have an active TS/SCI with polygraph

  • Experience supporting enterprise-scale IT environments and with 5-years’ experience in financial analysis within the IT or Cloud domains and demonstrated analytic experience.

  • Previous experience as a Data Scientist, Business Analyst, Business Process Analyst, Data Analyst, Requirements Analysts, or similar.

  • Expert experience with MS Excel, with demonstrated use of these tools to model business practices, financial constructs, and pricing models.

  • Experience advising technical and development teams on financial benefits and risks of varying cloud models.

  • Benefit/cost analysis, data analytics, PERT techniques, Visualization tools (e.g., Tableau, Microsoft Power BI), and Certification and/or demonstrated technical knowledge in multiple cloud platforms (e.g., Amazon Web Services (AWS), Microsoft Azure, Oracle Cloud, and IBM Cloud).

    Nice to Have Qualifications:

  • Experience developing pricing models for Federal Government contracts or experience developing pricing models for vendor proposals to the Federal Government. Master of Business Administration (MBA) or advanced degree focused on financial analysis.

  • Familiarity with Federal Government procurement processes and practices.

  • Experience designing modifications to the Cloud model to support Technology Business Management (TBM) or other frameworks to increase transparency for stakeholders regarding cost and usage.

  • Experience implementing financial oversight and reporting for cloud programs or offerings.

  • Financial oversight and management of cloud operating budgets and chargeback to internal and external customers, including the development and delivery of ongoing analyses to identify cost and budget trends and deviations from forecasts.

  • Familiarity with federal funding constructs to include appropriations, Working Capital Funds (WCF), and Franchise Funds.
