Commonwealth of Pennsylvania Procurement Specialist 2 in Harrisburg, Pennsylvania

Reference #: 4376833 THE POSITION The position reports to a Procurement Specialist 3 but exercises a significant amount of independence to carry out most routine procurement and contracting duties.  The position has a strong understanding of statewide and PSERS contracts, as well as routine and complex procurement and contracting methods.  To effectively address agency needs, the incumbent maintains high-level understanding of all key PSERS business areas, including knowledge of multiple funding streams supporting administrative, investment and heath care programs for the multi-billion-dollar public pension fund.   DESCRIPTION OF WORK The Procurement Specialist 2 reviews purchase requests and determines the most appropriate procurement methodology such as, purchase order, credit card, RFP, etc.  Ensures agency procurements and contracting actions are cost-effective and in compliance with the Commonwealth Procurement Code, DGS policies, procedures, and guidelines.  Provides guidance on standardized procurement methods for the Agency (RFP/RFQ/IFB, bid procedures) including providing advice on the best method for situations as they arise.

Work Schedule and Additional Information: Full-time employment. Work hours are 7:30 am to 4:00 pm, Monday - Friday, with 30-minute lunch. Telework:  Teleworking from within Pennsylvania is optional for this position with an occasional need to report to the Harrisburg office. You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. This position is in Harrisburg, Dauphin County, Pennsylvania for which the incumbent must maintain permanent Commonwealth residency. QUALIFICATIONS Minimum Experience and Training Requirements: One year of experience as a Procurement Specialist 1 (commonwealth title); or One year of professional experience performing contract management work; and a bachelor's degree in business, supply chain, logistics, project, or operations management, or a related field; or An equivalent combination of experience and training Other Requirements: You must meet the .
