Federal Law Enforcement Training Centers Deputy Director in Glynco, Georgia

Summary The Federal Law Enforcement Training Centers (FLETC) is looking for a talented Deputy Director to exercise leadership authority and responsibility for the management of law enforcement training at FLETC from basic through advanced and specialized training. This position reports to the Director. Permanent Change of Duty Station (PCS) expenses will be paid. Responsibilities Reporting to the Director, the Deputy Director (DD) serves as a full participant with the Director in planning, developing, coordinating, executing, and evaluating all training and training support programs that support the consolidated training model, FLETC's Partner Organizations (PO), and its mission to "prepare the federal law enforcement community to safeguard America's people, property, and institutions." FLETC is mandated by Congress to conduct law enforcement training for the majority of federal organizations that include law enforcement as an integral part of their mission. FLETC is a component of DHS with training delivery points at Glynco, GA; Artesia, NM; Cheltenham, MD; and Charleston, SC. In addition, FLETC's mission includes training for the state, local, tribal, and territorial law enforcement community and the international community, including International Law Enforcement Academy operations in Europe, Africa, Asia, and the Americas as well as bilateral relationships with the international police community through the Department of Justice, Interpol, and other international entities. Responsibilities include: Providing component-level strategic leadership for direction, planning, management, and coordination of the following program areas in support of FLETC's mission: law enforcement training operations; the Chief Financial Officer, Chief Information Officer, Mission and Readiness Support lines of business; Office of Professional Responsibility; and Office of the Chief Security Officer. Providing executive oversight for planning, developing, presenting, and evaluating formal curricula and practical exercise applications related to domestic and international law enforcement training that is in the interest of combatting transnational crime and protecting U.S. interests abroad. Through collaboration and consultation with leaders from across governments, is actively involved with determining law enforcement training needs for federal, international, state, local, tribal, and campus law enforcement agencies, and with translating those needs into effective training programs that are consistent with FLETC and DHS objectives and FLETC's law enforcement training model. Participating in deliberations with FLETC's interagency partners and DHS Headquarters regarding the composition of law enforcement training to include providing direction to program managers about specific curricula to be delivered. In addition, instructs in FLETC's leadership training programs delivered globally. Leading the development, establishment, and monitoring of FLETC's long-range strategic plans, goals, and objectives, and staying abreast of current operational trends and developments in the field in order to interact with POs to ensure their training needs are met. Leading the conduct of systematic reviews of the Centers' training programs and resource utilization to ensure FLETC is responsive to the changing training needs and objectives of its POs and other clientele. Assigning program responsibilities and exercising direction and review of these activities by holding subordinate leaders accountable for results. Providing all subordinate leaders with guidance and analytic direction to strengthen FLETC's institutional and cross-cutting functions. As the component's chief officer over financial and resource management, administration, and mission support services, is responsible for ensuring the Centers' administrative operations operate in synchronization to support fulfilment of the mission. Ensures all FLETC lines of business work in a coordinated fashion to marshal limited resources to the most productive uses with the aim of creating maximum value for FLETC's partners. Developing and cascading FLETC's strategy/mission to the entire FLETC staff, driving performance measures for the organization based on high level key indicators. First line managerial responsibility for a comprehensive enterprise security management program comprising all security disciplines, including physical, personnel, administrative, industrial, and information security. First line manager for FLETC's intelligence/counterintelligence program whose work can lead to development of criminal investigations if situations warrant. Oversight of FLETC's internal criminal and administrative investigation program comprising a group of supervisory and criminal investigators with a scope of work that covers four domestic training sites. In this role, reviews active cases and provides direction on approaches, techniques, and strategies for case development and investigations that can lead to prosecution and/or other disciplinary results. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. MTQ 1 - Applicant must possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of Federal, state, local, tribal, or military criminal laws. Applicant must demonstrate law enforcement experience applying federal, state, and local laws, investigative techniques, rules of evidence and criminal procedures, and precedent court decisions concerning the admissibility of evidence, constitutional rights, search and seizure, and related law enforcement matters. Applicant must possess senior management-level leadership experience as a sworn law enforcement officer or agent. OR Applicant must possess senior management level leadership experience overseeing operational law enforcement programs or law enforcement training programs. MTQ 2 - Demonstrated experience in developing and/or delivering training programs and formulating measurable performance objectives for training. MTQ 3 - Demonstrated ability to plan, implement, and apply knowledge of proactive and forward-thinking management principles and methods as applied to administering highly technical administrative/support programs; advising the Director on management issues; and planning and developing innovative solutions to sensitive issues in a variety of management programs such as human capital, budget formulation and execution, financial management and internal controls, legislative affairs, information technology management, facilities management, procurement and acquisition, assets and logistics management, environmental and safety management, sustainability, and facility development and utilization.
