This position will be responsible for sourcing of Printed Circuit Boards (PCB’s) including rigid flex, flex, rigid and backplane assembly’s as well as PCB related products. This role will require detailed analysis of Raytheon wide spend, program forecasts, understanding of supplier capability and capacities, negotiation of pricing, terms and conditions, long term agreement (LTA) implementation and deep knowledge and understanding of the PCB supply industry for alternative sourcing arrangements for PCB products. The position will be responsible for establishing and maintaining a process and supply base that meets Raytheon’s performance, technical and cost requirements in the assigned areas. The candidate will be part of the PCB category team and collaborate within a cross functional team to meet the following objectives:

This position is Onsite at a Raytheon facility.

What You Will Do:

  • Manage the sourcing of PCB and PCB related products for the entire Raytheon Business Unit of RTX

  • Develop and maintain a supply base for sourcing of PCB’s that drives improved execution in on-time delivery performance and quality while reducing the total cost of the supply chain

  • Negotiate long term agreements to include pricing and complex terms and conditions

  • Issue FAR compliant requests for proposal

  • Manage supplier and category risks including financial risks, supply constraints, competitive risks, market risk and regulatory risks

  • Documenting agreements in compliance with FAR requirements and Raytheon command media

  • Collaborate closely with Operations in order to present material to the factory floor in the most advantageous manner

  • Collaborate with supplier partners to incorporate feedback into how we source the product(s)

  • Benchmark industry practices in the space and implement the “best of” methods for sourcing, acquiring and delivering/presenting material to the factory floor in a defense and aerospace manufacturing environment

  • Increase of key metrics (supplier performance, agreement penetration and utilization) and percentage of BOM content managed by suppliers

  • Work closely with the Business and Programs to find and develop opportunities for affordability, availability and risk mitigation in the areas assigned

  • Increase agreement coverage and reduce direct Raytheon, tactical purchase order execution frequency

Qualifications You Must Have:

  • Requires a University degree or equivalent experience and 8 years’ experience in supply chain management or related field, or an advanced degree in a related field and 5 years relevant experience. Related and relevant experience working within the PCB industry, including PCB sub-tier suppliers.

  • U.S. Citizenship status is required as this position will require the ability to access US only documents and data systems

  • Ability to travel domestically upwards of 15%-20% with possibility of international travel

Qualifications We Prefer:

  • Supplier management experience and ability to improve supplier service levels

  • Supplier selection/deselection, evaluation and supply base rationalization

  • Highly Proficient using Microsoft Office Suite (Word/Excel/PowerPoint)

  • Demonstrated team leadership skills

  • Strong project/program management skills

  • Excellent communication and presentation skills at all levels of the organization

  • Candidate should be self-sufficient and require minimal oversight

  • Exceptional collaborative leadership style with the ability to influence at the highest levels across Raytheon

  • Experience with PCB, electrical or related commodities. Electrical commodity experience a plus.

  • Experience developing high impact commodity strategies

  • Proven ability to execute/implement transformative change

  • Experience in procurement and a demonstrated ability to manage complex terms and conditions

  • Ability to develop and issue compliant RFPs and perform price analysis

  • Understanding of Enterprise Sourcing and Performance Excellence (ESPX™) Process

  • Knowledge of Earned Value Management Systems

  • Understanding of Cost/Price Analysis requirements

  • Experience with Raytheon sourcing agreement process and tools (EPAD & SRM)

  • Advanced Supply Chain commercial best practice experience and an ability to adapt to the Aerospace & Defense market

  • Firm understanding of FAR and DFAR requirements

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
