Tuknik Government Services (TGS) is currently having an opening for a Program Business Analysis for the Department of Defense Office of the Chief Digital and Artificial Intelligence Officer (CDAO). This position requires an experienced person with demonstrated financial management expertise, superior professional demeanor, and the ability to accomplish a wide variety of day-to-day responsibilities that ensure program success.

Responsibilities:

  • Assist in internal and external coordination with SMEs and other stakeholders.

  • Participate in and schedule meetings as well as managing distro and contact lists.

  • Track the status and completion of required tasks. Ensuring the timely delivery of reports and other work products

  • Assist in the design, development, and implementation of workflows and processes related to programs, policies, and initiatives.

  • Conduct comprehensive reviews of AI programs across all Military Services and 4th Estate.

  • Collaborate and partner with coders and programmers within the Gamechanger/Jbooks environment.

  • Provide financial advisement and consultation to Government Client on all PPBE, DOD POM, and OSD CAPE issues.

  • Support the Government Client by facilitating collaboration plans and programs.

  • Provide administrative and logistical support for meetings and working groups as needed.

  • Prepare reports, briefs, white papers, correspondences, strategic communications, etc.

  • Participate in special projects as required.

  • Assists the Government with preparing reports, briefs, white papers, etc.

Requirements

  • 5+ years of DoD financial management experience; at least 2 years of experience directly supporting DoD activities.

  • Experience providing consultative advisement to senior leaders on PPBE, DOD POM, and OSD CAPE-related matters.

  • Previous DoD Military experience; and thorough understanding of operations within Combative Commands

  • Experience assisting with the development of workflows and procedures.

  • Experience assisting with the design and development of reports and information papers.

  • Experience assisting with the development and management of programs including status tracking and management of cost, schedule, and performance.

  • Strong facilitation skills and the ability to build relationships and interface with the client’s internal and external stakeholders.

  • Demonstrates excellent oral and written communication skills, a high level of integrity, critical thinking, and leadership.

  • Must be a self-starter that can recognize needs and act with little to no guidance.

  • Able to rapidly understand and apply new concepts.

  • Expert MS Word, PowerPoint, Excel, and Outlook application skills

  • Firm grasp of Project Management Methodologies and related concepts and frameworks- PMBOK, Agile, Scrum, ITIL, Lean, and Waterfall

  • BS or BA in a related field

Desired Skills:

  • Prior Federal government, professional services, or Federal consulting experience

  • Professional Certifications such as PMP, ITIL, Lean, Scrum, SAFe, Agile

  • Knowledge of artificial intelligence, machine learning, and data science concepts, methodology, techniques, and technologies

  • Experience performing on projects of similar size and scope.

  • MA or MS in a related field

Education:

  • Bachelor’s Degree in a related field

Security Pre-Requisite:

  • To be considered, must have a CURRENT/ACTIVE TS/SCI security clearance.

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
