About this Position:

The primary purpose of the Adult and Aging (A&A) Division is to ensure resources, advocacy, safety and well-being of older adults, adults with disabilities and caregivers are met. To ensure that the division can carry out its purpose and meet the agency’s responsibilities related to advocacy, protection, and wellbeing, the A&A division director may move or reassign this position’s related work duties and responsibilities within the job class.

Under direction of the Caregiver and Support Services Supervisor, this position independently performs tasks to ensure resources, advocacy, safety and well-being of older adults, adults with disabilities and caregivers are met. Many of the duties and responsibilities include:

  • Assists in efforts to build innovative, supportive, and collaborative programming.

  • Administers the R&R Program, the Chore Program, the OT Consults Program.

  • Performs duties, as needed, to ensure all other unit tasks meet the needs of clients and caregivers.

  • Ensures program compliance for the service standards, policy, and procedure, and under the guidance of the supervisor, helps build appropriate policy/procedure and business process where appropriate.

  • Manages all tasks related to contracted vendors and partnerships for support services programs including monitoring vendors and partners for compliance and documents monitoring.

  • Works in collaboration with vendors to ensure services meet the needs of clients and caregivers. Identifies opportunities for increased community partnerships to expand services for clients and caregivers.

  • Advocates and helps resolve client and caregiver issues.

  • Evaluates client eligibility for services, maintains individual client record keeping and tracking in appropriate systems of record.

  • Collects and monitors metrics data regarding persons served and budgetary tracking and oversight.

  • Monitors, and analyzes expenditures, performs budget reconciliations.

  • Compiles monthly data reports to be shared with Quality Analytics, Budget, and leadership teams.

  • Develops and maintains a good working knowledge of Department of Family Services (DFS), county, state and federal programs and policies.

  • Performs other duties as assigned to support the needs, mission, vision and values of the Adult & Aging Division and the Department of Family Services, as well as the countywide strategic plan.

Note: The assigned functional areas of the position are Customer Services, Logistics, and Records Management.

Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management;

Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;

Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators;

Serves as the point-person and liaison within the department and with central county

departments regarding a designated program and functional areas of responsibility;

Prepares reports and presentations of analysis and findings.

Required Knowledge Skills and Abilities

Knowledge of the principles, practices, and techniques relating to various functional areas of business operation (e.g., personnel, budgeting and financial management, contract administration and management);

Knowledge of the principles, practices and techniques governing management, organization, operations and programmatic services;

Ability to identify and describe a range of possible solutions for solving business problems;

Ability to apply research methods to design studies and assessments, and statistical analysis techniques to identify patterns and trends in data;

Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

CERTIFICATES AND LICENSES REQUIRED:

None.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Knowledge of adult protective services, adult services, and Older American Act services regulations, policies, and procedures.

  • Extensive knowledge of the needs and resources for older adults and their caregivers.

  • Experience with managing programs including, conducting assessments, and collaborating with clients, and internal/external partners to coordinate services.

  • Experience with analyzing, tracking, and reporting data.

  • Master's degree: social work or other related degree.

PHYSICAL REQUIREMENTS:

Employee may be required to lift or carry up to 25 lbs. occasionally.

Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting.

Job requires walking, standing, sitting (for long periods of time)

Position frequently communicates and must be able to exchange accurate information with others verbally and in writing.

Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer.
