Job Description

MAIN FUNCTION:

The Capital Buyer is responsible for the acquisition and procurement of all approved capital equipment. Creates and maintains standards and facilitates technology assessment, secure evaluation, and life cycle cost analysis. Provides purchasing affirmation on all capital equipment. Adheres to policies, procedures, and regulations to ensure compliance and patient safety. Additionally, this role includes the use of analytic tools to accurately capture spend and project reconciliation (Lawson and Excel).

This position reports to the Systems Director of Supply Chain.

DUTIES AND RESPONSIBILITIES:

  1. Coordinates pricing capital equipment and furnishings for budget and/or procurement process with the end user.

  2. Documents cost savings and cost avoidance recognized through negotiations.

  3. Coordinates the replacement of any damaged and/or incorrect shipments of equipment/furnishings with departments and vendors.

  4. Maintains ethical vendor relations and source information.

  5. Works closely with department leaders relative to delivery of equipment and furnishings by selected vendors.

  6. Maintains knowledge of and utilizes the GPO contract structure and opportunities of equipment/devices.

  7. Coordinates receipts and the ultimate placement of equipment.

  8. Works with Accounts Payable on discrepancies related to the payment of invoices.

  9. Evaluates possible disposition or relocation of system assets in conjunction with selected disposition vendor.

  10. Contributes to the development of equipment/furniture standards and quality specifications, where applicable.

  11. Participates in the capital budgeting process, capital budget review committee, and the capital budget planning process on an as needed basis. Utilizes quotation/pricing/technology assessment tools from third party (i.e. MD Buyline) to assist in capital equipment analysis, negotiations, and budget planning.

  12. Processes routine capital equipment within identified timelines.

  13. Expedites capital equipment as needed to meet project timelines.

  14. Reviews contract terms related to capital purchases in partnership with IT and facilities leads as well as end users.

  15. Cooperates and interacts with supervisors, peers, other departments, and all customer groups demonstrating commitment to “service”.

  16. Communicates and listens effectively with internal and external customers; effectively understands instructions and shares knowledge.

  17. Participates in a variety of department-based and hospital sponsored educational programs to maintain skills and competencies.

  18. Employee understands and demonstrates the importance of satisfying the needs of the customer/patient by interacting with him/her in a friendly and caring way, being attentive to the customer’s needs, both psychologically and physically, and by taking the initiative to maintain communication with the customer in order to provide a secure and pleasant experience with the Medical Center.

EDUCATION:

Bachelor’s degree in business, accounting, or related field required.

EXPERIENCE:

4+ years’ experience in purchasing required.

Experience in the following is preferred:

· Selection and purchasing of healthcare capital equipment

· Budgeting and group purchasing

· Negotiating pricing and terms

SPECIAL KNOWLEDGE, SKILLS AND ABILITIES DESIRED:

· Strong organizational and multi-tasking skills with the ability to work within deadlines.

· Solid interpersonal, verbal, and written communication.

· Proficient in Microsoft Office, specifically Word and Excel.

· Ability to deal with stressful situations in a calm and productive manner.

· Excellent customer service and understanding of the urgency and operational tempo of healthcare procurement.

PHYSICAL DEMANDS:

Examples

· Routine office job. Requires light physical effort.

· Ability to frequently lift 15 lbs, and occasionally lift up to 25 lbs.

EXPOSURE CATEGORY:

Category III. Tasks that involve no exposure to blood, body fluids, or tissues. Category I tasks are not a condition of employment.
