Job Summary:

The Next Generation Jammer (NGJ) Midband Program Chief Engineer (PCE) is the program's primary engineering leadership point of contact for all engineering execution and performance. The PCE has overall responsibility for the technical, schedule, and financial performance of the engineering teams. The PCE is accountable to the Program Manager for program technical execution and the Product Area Chief Engineer (PACE) (or equivalent) for engineering performance. The PCE ensures the technical integrity of the program and engineering execution across all Integrated Product Teams (IPTs), Cross Product Teams (CPTs), and disciplines within the Program. The PCE serves as the primary customer interface for technical matters and provides the voice of the customer to ensure implemented engineering solutions meet in-scope requirements and customer expectations. The PCE mentors the engineering team, oversees resolution of technical issues, facilitates new business opportunities, leads the technical aspects of proposals, and serves as a role-model for Raytheon engineering values.

This position is an onsite role in El Segundo, CA.

Responsibilities to Anticipate:

  • You will execute in accordance with the business area strategic objectives and roadmaps to maximize reuse, reduce product costs and maximize sales/competitiveness of products.

  • You will drive product & technology development through all engineering aspects the assigned Business Area, in alignment with the business strategy and the resulting technology roadmaps.

  • You will establish and manage a product vision, strategy, and goals to align the Program with the Customer and facilitate conflict resolution.

  • You will lead and approve the engineering process tailoring program kickoff, Engineering Program Reviews, and Engineering Estimate at Completion.

  • You will work with Engineering Centers to ensure appropriate skills and personnel are assigned to engineering program tasks at the appropriate time to execute to program plan.

  • You will regularly assess team members’ performance to reward/recognize or provide development feedback.

  • Selected candidate will be required to obtain and maintain special access program (SAP) clearance.

Basic Qualifications:

  • Typically requires Bachelor’s degree in Science, Technology, Engineering or Mathematics (STEM) and twelve (12) years of system engineering experience on Electronic Warfare, RF, or RADAR programs.

  • Experience providing technical briefs to subcontractors, senior level executives, and/or customers.

  • Experience leading and directing multi-disciplined teams throughout development, customer acceptance, and transition to production.

  • Experience with RF, Electronic Warfare, or Radar systems throughout the systems engineering and product lifecycle.

  • Experience planning, managing, and/or leading execution of systems integration, verification, or validation activities in both lab and field environments.

  • Active and transferable U.S. government issued Secret security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

  • Active Top Secret clearance.

  • Strong communication skills for communicating cost/schedule and technical status to customers, program, functional, and business leaders.

  • Experience with new business development and strategic vision capture.

  • Experience with proposal execution from competitive analysis to capture strategy to proposal delivery.

  • Experience with antenna system analysis and design and RF digital signal processing as it pertains to the Electronic Warfare or Jamming.

  • EVMS certification/Cost and schedule management expertise.

  • Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

  • Hybrid: Employees who are working in Hybrid roles will work regularly both onsite and offsite. Ratio of time working onsite will be determined in partnership with your leader.

  • Remote: Employees who are working in Remote roles will work primarily offsite (from home). An employee may be expected to travel to the site location as needed.

The salary range for this role is 158,000 USD - 316,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
