Hourly Rate $15 - $17

The General Services Department, Skills for Life Blight Remediation Program will be primarily focused on remediating blight throughout the City of Detroit. We are seeking candidates who are:

The Blight Remediation Technician is a position within the Skills for Life program. Employees in this role will spend 3 days per week working to remove blight, helping to clean-up and beautify the neighborhoods. The other 2 days per week will be spent completing education and training activities for career readiness; such as obtaining a CDL license, learning a specific skill or obtaining a GED. The purpose of this training will be to get placed into high-demand occupations.

Most participants will be in the program between 6 and 12 months depending upon the educational and training track selected. After participants complete the training/education portion and earn a credential, they can remain in the Skills for Life program for up to two additional months while receiving support to secure a long-term, full-time employment opportunity that pays at a minimum of $15/hour.

Evaluation for eligibility to participate in the Skills for Life program is required through Detroit at Work.

Examples of Duties

  • Work as a member of a team to clear properties citywide of debris/solid waste/brush/dumping and blight. Workers will:

  • Perform various tasks using handheld tools and equipment such as trimmers, saws and paint sprayers.

  • Operate under specific safety precautions with other workers, the public and adjacent properties.

  • Actively assess work location for hazards.

  • Wear protective gear at all times when working.

  • Work may require operation of an aerial lift truck.

  • Ensure all equipment is cleaned at the end of the day.

  • Ensure the cleanliness of the work vehicle inside/out.

  • Assist the Division with various tasks as needed.

Minimum Qualifications

  • Ability to determine the most efficient way to achieve the goal for the day.

  • Motivation to ensure all assignments and work orders are completed in a prompt and efficient manner.

    Physical Requirements:

  • The employee generally engages in light to strenuous physical activity which may include operating machinery, motor vehicles, standing/walking, heavy equipment, and using tools for an extended period.

  • The employee is expected to move about and ascend/descend (e.g., stairs, ladders, trees etc.) to accomplish tasks.

  • The employee must be able to lift, push, pull, and carry up to (50) pounds.

Work Environment

Work is performed in indoor and outdoor environments with potential exposure to conditions which may include fumes, extreme heat and cold, wetness, loud noise, dust, inclement weather and hazardous chemicals. Some work requires travel to meetings, training conferences, and work sites with exposure to seasonal weather conditions. Employees in this class are required to wear appropriate safety attire in accordance with departmental and MIOSHA safety regulations

Medical Plan Offering for Administrative Special Services Employees

The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.

Administrative Special Services Staff (Exempt) are eligible for the following benefits:

  • CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.

  • VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year

  • PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday

  • MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.

  • WORKERS COMPENSATION – Covered by applicable laws.

  • UNEMPLOYMENT COMPENSATION - Covered by applicable laws.

  • HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.

  • This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.

Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:

  • CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) Day per month, not to exceed (12) days per year.

  • VACATION – Granted on the following basis:
