Position: Supervisory Payroll Technician Salary: $55K + DOE

DUTIES :

Works under the general supervision of the Payroll Manager. Responsible for supervising Payroll Technicians engaged in the performance of all payroll functions of Coast Guard Exchange (CGX) and HQ Community Services Command (CSC). Oversees and ensures the accurate and timely completion of a multitude of payroll documents submitted by assigned Payroll Technicians.

Supervises, assigns and monitors the tasks of payroll process. Ensures timely and accurate completion of a $750,000+ bi-weekly, multi-state payroll for 1,600+ NAF employees. Front line technical assistance for Workforce Now and Time and Attendance. Investigates and makes decisions to resolve payroll issues. Ensures accurate and timely payroll reporting. Supervises, trains, and coordinates activities of payroll technicians. Ensures payroll is processed in an accurate, compliant, and timely manner.

Creates, organizes, maintains, and updates files and records utilizing database, spreadsheet software, other online applications and manual systems; maintains an audit trail of documents and records; creates report formats and prepares necessary payroll reports based on retrieved data as requested; develops and maintains spreadsheets, logs, worksheets, and other records. Classifies payroll transactions that include verifying the accuracy and completeness of the payroll data. Summarizes transactions and prepares control documents or other posting documents reflecting the entries to be made.

Determines that all transactions are properly processed, and that total activity agrees with predetermined control tables. Analyzes and reviews reports and system listing to ensure all are balanced, properly formatted, and sequentially sorted; payroll data is validated; and adheres to prescribed regulatory manuals and procedures. Classifies erroneous conditions referring complex error/problems to the manager. Takes corrective actions to bring reports and listings in balance, verifies corrected copy and recommends changes in procedures to prevent a recurrence of the problem.

Supervises Payroll Technicians and assists staff in resolving payroll issues. Will provide back up for Payroll Manager and complete work as a Payroll Technician as needed. Demonstrates a full understanding of company policies and procedures as written in the personnel manual and apply such policies as it relates to Payroll and Time and Attendance. Exercises a high degree of organizational skills and ability to meet set deadlines for completion of all tasks associated with position. Demonstrates excellent math and communication skills and maintains the highest level of quality, accuracy and confidentiality.

QUALIFICATIONS REQUIRED :

Minimum:

  1. Five years of progressively responsible technical experience processing payroll for medium to large organizations of at least 600 employees in a multi-state environment.

  2. Proficient in Microsoft Office and ADP (or similar timekeeping software) application programs commonly used in payroll operations; Experience preparing financial and payroll reports for management.

  3. Experience with Excel.

  4. Two years of experience training, coaching, and developing staff in a leadership role.

  5. This is a white-collar position where occasional lifting up to 20 lbs. may be required.

    Preferred (in addition to the minimum):

  6. Certified Payroll Professional designation or other relevant certification.

  7. Associate’s degree in a relevant field; HR, Business, Accounting, or Finance.
