The pay range for this position is $24.90 - $33.47 per hour

The State of New Hampshire, Department of Safety, Division of Fire Standards and Training and Emergency Medical Services has a full-time vacancy for Program Specialist III, SOC Title 15-1210 COMP-INFO ANALYSTS-1. This position has a 40 hour work week and is considered non-exempt.

SUMMARY:Tocoordinate, analyze and configure thesystem administration ofmultipleRecordsManagementSystems(RMS)relating to the Division of Fire Standards and Training and Emergency Medical Services by overseeing operational workflows and system configurations toprovideabroad range oftechnicaland advisorysupportfor internal, external, local,stateand federal users.

18 Months or 1.5 Years of additional relevant experience = Associate's degree

MINIMUM QUALIFICATIONS:

Education:Bachelors degree from a recognized college or university with a major in business, administration, healthcare, public health, emergency management, or related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience:Fouryearsprofessionalorparaprofessionalexperienceinemergency services, management of computer systems, process improvement or other relatedfieldincludingsomeexperienceinqualitymanagement,withresponsibilityforprogramimplementation,directservicedelivery,planningorprogramevaluation.Eachadditionalyearofapprovedworkexperiencemaybesubstitutedforoneyearofrequiredformaleducation.

License/Certification:Must possess a valid drivers license.

PREFERREDQUALIFICATIONS:Experience in emergency services field, including nursing; certification by the National Registry of EMTs or fire service. Experience in project management methodologies including LEAN and Agile. Experience using computers and various technologies, including learning new programs and software such as Microsoft Excel, Word, PowerPoint and Access or SQL.

SPECIAL REQUIREMENTS:

Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.

RESPONSIBILITIES:

Oversees the programming, management and support of multiple RMS including system settings and configurations, workflows, user accounts and permissions, user interface pages, validations, data quality, data page displays, data dictionaries, integrations and other related system functions.

Provides technical in-person and phone support to internal or external RMS users in tasks such as assisting with building data queries and reports, account management (passwords and permissions, etc.), user and group setup, troubleshooting user interface and system errors and implementing Continuous Quality Improvement programs.

Facilitates and develops process mapping and workflow analysis with Division staff in order to simplify and translate the processes into efficient electronic workflows and features in the Divisions Records Management Systems.

Designs search queries and extracts, cleans, compiles, analyzes and summarize information for reporting and presentation as needed to support Division or stakeholder needs.

Resolves system errors, configuration conflicts, or workflow/user interface setting issues and works with RMS vendors on higher level system issues. Assists in the development of system enhancements and holds vendors accountable for contracted requirements.

Works cooperatively with and communicates clearly with internal staff and the general public to provide customer services including training, troubleshooting and general support and promotion of the Divisions operation, mission and use of the various RMS.

Applies knowledge of the integrations between the Divisions multiple records management systems and the operational functions of the Division to maintain and enhance each system in support of a variety of program policies and procedures.

Adheres to all state and federal privacy rules relative to protection of personal information, educational records, and system security.
