IMSolutions is looking for Federal Grants Management Specialists to join us at our client The National Oceanic and Atmospheric Administration supporting The National Environmental Satellite, Data, and Information Service (NESDIS).

This role is specifically concentrated on doing the PRE-AWARD phase of grants.

This is a hybrid role and only candidates local to the DMV area will be considered. It is required employees work in person in College Park, Maryland, on the first Monday and Tuesday of each federal pay period (twice per month).

As a Pre-Award Federal Grants Management Specialist III, you will support the updates of federal grant policies and procedures by leveraging the in-depth understanding of the full grants lifecycle from solicitation and evaluation of applications to closeout and audit, though this role will focus on pre-award grants support.

Duties include:

  • Ensure programmatic commitments, policies and procedures, financial standards, and legal requirements are met and managed for compliance

  • Assist in the coordination of grant strategic planning, application, monitoring, and reporting

  • Assist with the preparation of budgets, budget justifications, revisions, monitoring, identifying budget resources, and authorizing grants and contract accounting

  • Reinforce consistency in the organization's policies and procedures and provide support and training related to award administration

  • Ensure applications are complete and adhere to the 2 CFR 200, Department of Commerce Terms and Conditions, and NOAA terms and conditions

  • Serve as a liaison between the NOAA Program Office and NOAA Grants Management Division to support the implementation of guidance provided by the Grants Management Division

  • Other duties as assigned

To minimally qualify you will have:

  • A minimum of ten (10) years of direct federal grants management experience is required to aid and assist in all phases of the grants management process.

  • Bachelor’s degree or at least 24 credit hours in business or a business-related field.

  • Expertise in the pre-award phase of the grant’s lifecycle, from the point of preparing and reviewing application packages and developing budget information.

  • Knowledge of Federal Grants laws, regulations, and policies, and an understanding of business and industry grant practices.

  • The ability to perform typical duties, independently and in accordance with instructions and pre‐established guidelines.

  • Demonstrated experience performing administrative business, policy, and analytical work.

  • Strong oral and written communication skills and customer service skills to build relationships with a wide range of internal and external clients and stakeholders.

  • U.S. Citizenship or Foreign National with a work permit and residing in the U.S. for three (3) or more years.

  • Ability to pass a Federal Public Trust Clearance, which must be adjudicated favorably for you to begin working. This requires fingerprinting and reporting on your previous employment, residence, education, and financial and legal background. Candidates may be disqualified for federal or state convictions of crimes, military court-martials, delinquent federal debt including taxes and student loans, current use of illegal drugs, or lying on their application.

Ideally, you will have:

  • Experience supporting a Federal Program Office or a NOAA Cooperative Institute.

  • Familiarity with eRA, but you should be able to troubleshoot independently and work without a lot of guidance/training materials in the new grants writing system.

  • Team player attitude and can work independently with little oversight and hit the ground running

Base compensation range and benefits:

  • $80,000 to $90,000 - Actual compensation is subject to variation due to such factors as education, experience, skillset, and/or location.
