Job Description:

Under direction, assists in the performance of specialized administrative support duties, develops and implements management methods to improve organizational performance, and performs related duties as required.

ESSENTIAL DUTIES

  • Responds to inquiries regarding the services or interpretation of the City's Healthcare Medical Plans, Pre-Tax Cafeteria Plan, and other local, state, and federal healthcare administration-related rules or regulations.

  • Serves as the benefits office timekeeper and liaison to the department's personnel team, including interpreting personnel policies and procedures to staff.

  • Ensures HIPAA compliance regarding employee medical claims, responses to Freedom of Information Act requests, subpoenas and Office of Inspector General inquiries, and other office operations.

  • Acts as the liaison for multiple meetings, including, but not limited to, the Benefits Committee, the Deferred Compensation Committee, and weekly, quarterly, and annual meetings with vendors.

  • Orders and assists with basic accounting of travel, office supplies, and staff training budget and costs.

  • Performs invoice management and reimbursement reconciliation.

  • Assists with processing employee reimbursements and payroll credits based on the audit reviews.

  • Assists with processing the annuitant's reimbursement request.

  • Updates expenditure reports as needed.

  • Assists with tracking payment plan compliance.

  • Provides project coordination assistance and support to complete tasks by the deadline.

  • May research, compile, and analyze data to help prepare programmatic and administrative reports, such as the healthcare enrollment report.

  • Evaluates office operational processes and recommends procedural changes to improve efficiencies.

  • Researches costs and analyzes expenditures to assist in preparing and tracking the annual budget.

  • Assists staff in resolving complex or sensitive operational work problems.

Additional Qualifications/Responsibilities:

Qualifications

Graduation from an accredited college or university with a bachelor’s degree in business administration, public administration, or a related field, supplemented by one year of administrative experience, or an equivalent combination of training and experience.

Preference will be given to candidates possessing the following:

  • Previous healthcare or benefits administration experience

  • Previous invoice management and reimbursement reconciliation experience

  • Previous experience leading and managing a team

  • Proficiency using Microsoft Office Suite
