Department of Business Affairs & Consumer Protection (DBACP)

The Chicago Recovery Plan (CRP) is the City’s plan to amplify once-in-a-generation federal funding to catalyze a sustainable economic recovery from the COVID-19 pandemic. The Department of Business Affairs and Consumer Protection (BACP) is responsible for distributing part of the CRP funds to support the equitable economic recovery of Chicago. BACP will focus on 3 core areas:

  1. Small Business Support : BACP will invest these funds in strategic programs aimed at creating long-lasting impact and strengthening Chicago’s small business ecosystem.

  2. Nonprofit Capacity Building : BACP will offer capacity building support to nonprofits to aid them in accessing and managing funds, so that they can continue to provide vital services to Chicago’s residents.

  3. Food Equity: BACP will invest to increase food equity throughout Chicago by supporting food businesses in historically underserved communities and urban food growers.

This Project Administrator position will focus on grant administration and compliance for BACP’s Economic Recovery programs.

Essential Duties and Responsibilities:

  • Reviews completed grant applications to ensure proposed programs are in compliance with the grantor’s funding requirements.

  • Monitors grant funded programs and works with program staff to monitor their implementation and to ensure compliance with funding source reporting requirements.

  • Evaluates program proposals submitted by agencies for funding and makes recommendations for the allocation of funds and the selection of agencies based on established criteria.

  • Consults with staff and consultants to determine scope of services, budgets, and specifications for projects; established timelines and implements processes to track and monitor the progress of projects and the accomplishment of key objectives.

  • Functions as a specialized advisor to executive level managers or functions as a technical specialist or expert level professional in a given profession, specific technical area or operational area.

  • Develops and negotiates contract terms and monitors services provided by private contractors ensuring contract provisions meet program specifications.

MINIMUM QUALFICATIONS

Graduation from an accredited college or university with a Bachelor's degree in Business or Public Administration or a field of study directly related to the responsibilities of the position, plus five years of project management work experience, or an equivalent combination of education, training and experience

Preference will be given to candidates possessing the following:

  • Ability to fluently read, write and speak any language other than English

  • Previous professional experience providing small business services and/or support

  • Previous professional experience in nonprofit management

  • Previous professional experience providing aid to food related businesses

  • Previous professional experience with government grant administration

  • Previous work experience providing customer service to both internal and external customers
