JOB SUMMARY:

NORC at the University of Chicago seeks a Procurement Specialist in our Chicago office.This position is responsible for working with NORC staff to ensure that NORC receives the best value for the goods and services it procures and meets the needs of its clients, both internal and external. Duties include researching new suppliers, monitoring purchasing activity and ensuring compliance with NORC procurement policies and federal regulations, negotiating forward pricing agreements with key vendors/suppliers, assisting in the development of new solicitations, evaluating responses to solicitations, and working closely with other Purchasing staff to ensure the organizations needs are being met.

DEPARTMENT: CONTRACTS & GRANTS

The NORC Contracts and Grants department is composed of a growing team of contracts and legal professionals that handle a wide-variety of legal and compliance matters that are essential to NORC’s business function. Our department consists of a mix of attorney and non-attorney contracts professionals and is led by NORC’s General Counsel.

RESPONSIBILITIES:

  • Administer, monitor, and report on vendor agreements.

  • Work closely with Contracts & Grants and other NORC team members to negotiate vendor agreements.

  • Maintain complete and compliant procurement files.

  • Research and identify prospective suppliers.

  • Assist in organizational compliance audits of purchasing and procurement processes and procedure.

  • Ensure Purchase Orders are created in a timely fashion.

  • Advise teams on purchasing and procurement best practices and compliance regulations.

  • Assist in the development of solicitations and evaluation of responses.

  • Liaise with internal and external clients.

  • Work closely with vendors to ensure a positive onboarding experience.

  • Other duties as assigned

    REQUIRED SKILLS:

  • Bachelor's degree preferred

  • 5 years’ experience in a purchasing or procurement role

  • Understanding of industry standards, best practices, federal regulations (FAR), federal purchasing standards, OMB Uniform Guidance; strong familiarity with a range of contract types (e.g. FFP, CPFF, Time and Material)

  • Ability to work with minimal oversight while drawing upon experience and knowledge of industry best practices, regulations, FAR, and OMB Uniform Guidance

  • Strong interpersonal communication skills including superior writing skills and rapport building

  • Ability to meet deadlines while juggling competing demands for time and resources

  • Deltek Costpoint experience a plus

  • Aravo experience a plus

  • Demonstrated proficiency with Microsoft Office suite

    SALARY AND BENEFITS:

    The pay range for this position is$78,000 – $117,000.

    This position is classified as regular. Regular staff are eligible for NORC’s comprehensive benefits program. Benefits include, but are not limited to:
