Job Description:

The Deputy Commissioner of Finance leads and oversees the financial, accounting, budgetary, grant, and contract administration operations for both the Department of Planning and Development and the Department of Housing, and performs related duties as required

ESSENTIAL DUTIES

  • Plans and directs the work of managerial staff engaged in managing, analyzing, and reporting on financial matters (e.g., economic data, procurement and contracting processes, revenues and disbursements, long-term debt payments, fund investments cost allocation) for the Department of Planning and Development and the Department of Housing

  • Oversees the development of annual operating budgets for each of the departments

  • Approves program and operational budgets and amendments for appropriateness of funding

  • Directs the development and implementation of policies and procedures to ensure sound fiscal management and operational efficiency

  • Oversees the accounts payable and revenue management functions for both departments and ensures timely payments to vendors

  • Oversees the financial management and operations of Federal, State, and local grants including cost allocation and personnel time tracking and activity reporting system

  • Monitors expenditures from grant funds, ensuring spending practices follow contract provisions and government regulations

  • Establishes and implements internal auditing systems and financial controls to ensure the appropriate use of funding

  • Oversees and authorizes the preparation of fiscal reports summarizing and forecasting the department’s financial position

  • Works closely with department bureaus to understand fiscal needs and assist with cost/benefit analysis

  • Oversees the research and development of end user requirements and specifications for Requests for Proposals (RFP’s) and bids to be advertised and the evaluation criteria for evaluation committees

  • Oversees the negotiation and monitoring of disadvantaged, minority, and woman-owned business enterprise (DBE/MBE/WBE) programs

  • Develops and implements procurement and delegate agency contracting policies and procedures

  • Functions as departmental liaison on financial-related issues to the Office of Budget and Management, City Comptroller’s Office, Department of Procurement Services, Risk Management, Department of Law, and government and delegate agencies

  • Makes staffing-related decisions for division staff (e.g., hiring plans, work scheduling, labor/employee relations, professional development, training, and onboarding, etc.)

MINIMUM QUALIFICATIONS

  • At least nine (9) years of managerial or project management work experience, OR

  • Graduation from an accredited college or university with an Associate’s degree in Business Administration, Public Administration, Urban Planning, Finance, or a related field, PLUS at least seven (7) years of managerial or project management work experience, OR

  • Graduation from an accredited college or university with a Bachelor’s degree in Business Administration, Public Administration, Urban Planning, Finance, or a related field, PLUS at least five (5) years of managerial or project management work experience, OR

  • Graduation from an accredited college or university with a Master’s degree in Business Administration, Public Administration, Urban Planning, Finance, or a related field, PLUS at least four (4) years of managerial or project management work experience
