This position is open to the general public and to all current city employees covered under the terms of the City's collective bargaining agreement with the American Federation of State, County, and Municipal Employees Union - AFSCME (BARGAINING UNITS 1, 3, 4, & 5).

Number of positions: 8

Under supervision, the class performs fully functional professional auditing duties at the intermediate level where the position works independently on moderately complex auditing assignments and conducts out-of-area audits under the guidance of senior-level auditors. Performs a more complex and diverse workload than less senior auditors and works more independently without frequent supervisory oversight.

ESSENTIAL DUTIES

  • Examines detailed accounting records and computerized ledgers requiring in-depth analysis of fiscal and operational practices to determine compliance with generally accepted principles, the municipal tax ordinance, funding agency, and contract specifications.

  • Interprets tax ordinances, contract specifications, and reporting requirements to Business Managers and delegate agency personnel.

  • Reviews moderately complex tax returns, invoices, and related business documents to determine the tax liability of business establishments.

  • Audits invoices, journals, and bank statements to ensure compliance with funding source and contract requirements and recommends corrective action for contract violations.

  • Computes taxes owed including penalties for businesses found to be in non-compliance with contract provisions.

  • Organizes financial data and prepares computerized spreadsheets and analyses of data.

  • Acts as a liaison between the vendor/contractor and the Aviation Contracts section to resolve issues regarding contract language, including annual increases to contract rates and approval for additional scope of requests.

  • Prepares summaries of audit findings for inclusion in comprehensive reports.

  • Maintains regular contact and communication with businesses selected for audit and discovery reviews and independently discusses tax compliance issues with taxpayers.

  • Designs audit programs and determines a process of detailed testing to measure a taxpayer’s level of compliance with all applicable tax codes and properly computes tax liability amounts based on audit testing.

  • Audits complex vouchers daily to comply with the travel and reimbursement policy and other payment programs including positive pay, EPAY, direct deposit, and the State of Illinois.

Additional duties may be required.

THIS POSITION IS IN THE CAREER SERVICE

Qualifications:

Graduation from an accredited college or university with a bachelor’s degree in accounting or a related field with 15 semester hours in accounting supplemented by one (1) year of professional auditing experience, or an equivalent combination of training and experience, provided the minimum degree requirement is met.

NOTE: A valid State of Illinois driver’s license is required. Must have the permanent use of an automobile that is properly insured including a clause specifically insuring the City of Chicago from accident liability.

NOTE: You must provide your college or university transcripts with 15 semester hours of accounting courses at the time of interview. IF YOU FAIL TO PROVIDE this information at the time of interview, you will not be allowed to proceed with the interview and will no longer be considered for this position .

Preference will be given to candidates possessing the following:

• Municipal tax experience

• Proficiency using Microsoft Excel and Word

The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
