WSP USA Senior Water Resources Engineer in Chelmsford, Massachusetts

This Opportunity

WSP is currently seeking a motivated Senior Water Resources Engineer with Federal Emergency Management Agency (FEMA) National Flood Insurance Program (NFIP) experience to join our team. The successful candidate will be an experienced technical professional and project manager who can oversee the management of a portfolio of projects executed by multi-disciplinary teams across various geographic locations. This position will be an integral member supporting contracts with the Federal Emergency Management Agency (FEMA), including FEMA Headquarters and Regions 1, 2, 3, and/or 5 and may be asked to support other contracts as needs arise. Your Impact

Responsibilities include:

  • Execute and review hydrologic and hydraulic modeling in support of flood risk analyses

  • Support levee analyses and other mitigation project evaluations

  • Support FEMA NFIP outreach initiatives and engage with stakeholders

  • Prepare and review water resources engineering reports

  • Coordinate activities of multi-disciplinary staff to ensure project delivery per schedule, on budget, and within scope parameters

  • Work with team members and clients to prepare scopes, schedules, budgets, assumptions, and constraints for projects

  • Engage Subject Matter Experts and technical support staff as needed to support FEMA Regional decision making and responses

  • Proactively strategize and anticipate risks and issues

  • Support hydrologic and hydraulic model inquiries and evaluations

  • Provide flood risk management and mitigation recommendations

  • Mentor early career professionals, co-ops, and interns.

  • Collaborate with other FEMA production staff to share best practices

  • Work independently and as part of a team on multi-disciplinary projects.

  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.

  • Perform additional responsibilities as required by business needs.

Who You Are

Required Qualifications:

  • Bachelor's Degree in Civil, Water Resources, or Environmental Engineering or a related field with a strong foundation in hydrologic principles and flood risk analyses.

  • 5 to 7 years of relevant work experience in hydrologic and hydraulic analyses, floodplain studies, floodplain management, and mitigation.

  • Experience with FEMA’s National Flood Insurance Program and Risk Mapping Assessment and Planning (Risk MAP) Program

  • Experience with modeling software such as HEC-HMS, HEC-RAS 1D and 2D, SWMM, and ArcGIS

  • Ability to work collaboratively with a wide array of individuals from various backgrounds, including engineers; planners; GIS professionals; federal, tribal, and state government officials; and the public

  • Creative problem-solving, multi-tasking, and organizational skills

  • Ability to perform field work/site visits/dam inspections and some travel required.

  • Experience in developing flood maps and knowledge in FEMA flood maps and FIS reports.

  • Strong organizational skills and attention to detail, demonstrated ownership and accountability for work.

  • Excellent written and verbal communication skills, proactive communicator and problem-solver.

  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.

  • Ability to work schedules conducive to project-specific requirements that may extend beyond the typical workweek.

  • Intermediate to advanced Microsoft Office skills, including Microsoft Word, Excel and SharePoint

Preferred Qualifications:

  • Certified Floodplain Manager (CFM)

  • Professional Engineering License or on track to obtain within 6 months of hire.

  • Master's Degree in the above referenced disciplines

  • Management of FEMA Projects and workflow

  • Financial project management skills, including earn value management

  • Ability to travel periodically, as needed (less than 20% travel anticipated)
