Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. The National Guard is the oldest component of the Armed Forces of the United States. Responsibilities Position Description #D1810P01 This position is located at the unit level in the ANG Aviation Wing, Operations Group at selected Air Mobility Command (AMC) and Air Education Training Command (AETC) gained flying units in the Air National Guard (ANG). The primary purpose of the position is to provide ground and flight instruction in high performance, military airlift aircraft i.e. C-130, KC-135, C-5, C-17 and other similar type "jumbo" aircraft. Description of Duties: 1. Administers combat flight training to military aircrews. Instructs and evaluates pilots through a broad training spectrum, in addition to performing pilot duties, which may include but is not limited to: a) Initial Qualification Training (IQT): Training to qualify the aircrew in basic aircraft flying duties without specific regard to a unit operational mission. It is the minimum training requirement for Basic Aircraft Qualification (BAQ). Elements of instruction include: Basic and Advanced Handling Characteristics, Instrument Approach Procedures, Visual Traffic Patterns, Basic Night Vision Goggle (NVG) training and Airborne Emergency Procedures, and b) Mission Qualification Training (MQT): Training required to achieve a basic level of competence in the unit's primary tasked missions. 2. Assesses flight instructors, pilots and other aircrew members assigned, attached, or newly acquired to the unit to determine flying background and proficiency in the Unit Equipped (UE) airplane. 3. Projects unit training requirements. Prepares required training records. Utilizes available training aids to instruct airplane aerodynamics, aircraft systems, emergency procedures, Ability to Survive and Operate (ATSO), and specific crew duties. 4. Maintains a thorough knowledge of airplane systems and procedures under normal, instrument, and emergency conditions to give timely and accurate instruction to aircrews in the air or on the ground. 5. Briefs and instructs preflight preparations including: intelligence briefings, mission planning, weather factors, mission objectives, and other agency coordination to ensure safe flight procedures and effective mission accomplishment. 6. Serves as the Air Commander's representative when performing duties as: Operations Supervisor (SUP), Supervisor of Flying (SOF), or Stand-by Duty Officer (SDO); and is responsible for the safe and efficient mission accomplishment of the unit through the use of an Operational Risk Management (ORM) program. 7. Incumbents of these positions are subject to rotation to perform administrative tasks in any of the following Air Operations program support functional areas: a) Standardization/Evaluation: Plans, organizes, and directs the Standardization/ Evaluation function. Prepares and administers written ground examinations, emergency procedures evaluations and conducts flight evaluations for all subjects and duties relevant to aircraft operations to certify flying proficiency/new qualifications. Conducts scheduled and unscheduled evaluations of other flight examiners, flight instructors, and aircrews. Establishes performance standards for flying proficiency and competency in accordance with USAF, ANG, and command directives. Reviews flight publications and directives for accuracy and currency. Analyzes performance discrepancies and identifies trends, recommends corrective action to higher authorities, and b) Weapons and Tactics: Trains and evaluates proficiency and competency of aircrews in weapons and tactics. Works in conjunction with the Intelligence functional area to prepare for and conduct academic training in weapons and tactics, prepares scenarios utilizing improved tactics for aircrew upgrade and continuation training. Tests new tactics and weapons delivery procedures and makes refinements. Reviews, defines, and updates current threats and countermeasures. Briefs / instructs aircrews on existing or anticipated threat's and countermeasures. Responsible for the mission planning function and manages the System Support Representative (SSR). 8. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MINIMUM MILITARY GRADE: O-1 MAXIMUM MILITARY GRADE: O-4 Your rank MUST be included somewhere within your resume. MINIMUM REQUIREMENTS: A minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level; Experienced in piloting and instructing pilot skills in one or more of the following main- frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA); Experienced in reading and applying mission tasks, intelligence reports, and weather information. SPECIALIZED EXPERIENCE: At least two years working experiences in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facility; or, Air National Guard Wing/ Operations Group; Experienced in supervising and/or conducting mission planning, mission preparations, filing of flight plans, and conducting crew briefings; Experienced in aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning; Experienced in performing or supervising the work procedures involved in navigation, in-flight refueling, search and rescue operations, surveillance, or reconnaissance; Experienced in operating aircraft controls and equipment; Experienced in conducting or supervising crew member training on simple to complex mission specific tasks; Experienced in developing plans and policies, monitoring operations, and advising commanders; Experienced in flight theory, air navigation, meteorology, flying directives, aircraft operating procedures, and mission tactics; Experienced in planning and preparing for missions; and, must have at least two years experiences in piloting or instructing others in piloting specific air-frame/military aircraft; Experienced in aviation unit quality control management programs, Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of the Air Force, National Guard Bureau, and Occupational Safety and Health Administration directives; Experienced in aviation unit quality control management programs, Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of the Air Force, National Guard Bureau, and Occupational Safety and Health Administration directives; Experienced in flying operations and coordinating with appropriate agencies to ensure compliance with all applicable safety regulations and programs. Experienced in one or more missions such as, air-to-air; air-to-ground; mortar-to-arm escort; surveillance; reconnaissance; surface attack; killer-scout; target illumination; or laser targeting; Experienced in planning, scheduling, and conducting training flights through Federal Aviation Administration controlled national airspace; Experienced in conducting particular missions and flying specific main- frame aircraft in combat tactics, flying in mountainous terrain, performing tactical remote site evaluations, performing landings on remote sites, providing ground and flight training, and conducting night-vision operations or instructions. Education An undergraduate degree from an accredited college/university is mandatory. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools. Additional Information APPOINTMENT FACTORS: This is an Indefinite Excepted Service position. Employment can be terminated with a 30-day notice without cause. This position is authorized to be filled as long as there are funds to support it. In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status. Permanent Change of Station: PCS funds are not available for this position. Incentives: Relocation and Recruitment Incentives may be authorized for this position. All WVNG positions are pending availability of resources and funds. DEFINITION FOR AREAS OF CONSIDERATION. Area 1: Current On-board Title 5 Employees and Title 32 Technicians (Tenure: 1- Permanent, 2-Conditional, 3-Indefinite) and Permanent AGR's in the West Virginia National Guard. Area 2: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians and Title 5 Employees, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS). Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite) from another Federal Agency nationwide. Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment. Area 5: All U.S. Citizens.
