Koniag Professional Services is currently seeking an experienced and motivated Food Services Manager (JSM) to play a pivotal role in the management and operation of the Federal Law Enforcement Training Center (FLETC) in Charleston, SC. As a key figure within our team, the FSM plays a crucial role in maintaining dining hall, menus, food kiosk of a multiple building complex, which includes office spaces, hotel accommodations and dining halls at the FLETC Complex located in Charleston, SC.

The Food Services Manager ensures that the facility accommodates the complex, round-the-clock dynamics of FLETC employees and trainees with the highest degree of professionalism and responsiveness. Effective management of 24/7 janitorial services are crucial for maintaining operational smoothness and addressing the dietary needs of employees and trainees. This requirement not only ensures efficient management of room allocations but also supports the broader logistical needs of the training programs.

This role offers a unique chance to significantly contribute to the operational excellence of a key federal training facility, directly impacting the safety, efficiency, and training quality for law enforcement personnel. The successful candidate plays a crucial role in ensuring the safety, comfort, and well-being of FLETC employees and trainees while maintaining the operational efficiency of the FLETC offices, support buildings, dormitory facilities and dining halls.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • You shall support the Program Manager, Alternate Program Manager, Quality Control Manager and Facility Operations Manager to meet the overall financial and operational management and the coordination for the work required under this contract You may participate as a Key Team member.

  • You may be required to participate in meetings with the designated Technical Representative(s) and the Contracting Officer bi-weekly.

  • A mutual effort will be made to resolve all problems identified.

  • Written minutes of these meetings prepared by our office shall be provided to the Contracting Officer.

  • Should the Government not concur with the minutes, you will assist in developing a remedial action plan (RAP) to the Government form their concurrence with 72 hours of notice from the Government.

  • You shall support the Program Manager, Alternate Program Manager, Quality Control Manager and Facility Operations Manager to ensure we are providing in a reliable, timely manner all food support services necessary to ensure the successful operation of the Department of Homeland Security Dining Hall Facilities in such a fashion as to not impact the operations of the training facility or disrupt its programs.

  • This includes coordination with the Dormitory Manager, Janitorial Services Manager and Pool Manager.

  • Ensure 100% successful compliance with routine Inspections conducted by DHEC to ensure compliance with sanitary and safety standards.

  • This includes various aspects of the operation, including food handling, temperature control, personal hygiene of employees, and kitchen cleanliness.

  • Ensure 100% compliance with Permit Issuance from the DHEC prior to and during dining hall operations.

  • If violations are found during inspections, develop remedial action plan to meet DHEC corrective actions and ensure passing of all follow-up inspections that may be conducted by DHEC to ensure compliance.

  • Manage, schedule and direct food services staff for Continuous Operations. Scheduling responsibilities include at least one Certified Food Protection Manager (CFPM) employee be present at every food service operation during hours of operation.

  • Must censure all food services staff comply with South Carolina licensure requirements, primarily concerning food safety and handler’s permits.

  • Documentation and Records: FSM must maintain their certification documents on-site, and these must be available for review during inspections.

  • Ensure compliance with all regulations and guidelines on proper food handling, temperature control, cross-contamination prevention, and specific protocols for cleaning and sanitizing kitchen equipment and surfaces.

Requirements

  • DHS Clearance Required.

  • Must have a valid Driver’s License.

  • Must possess a Certified Food Protection Manager (CFPM)

Education:

  • A bachelor’s degree in hospitality management, Culinary Arts, Nutrition, Food Service Management, or related field is required.

  • Shall have a valid Certified Food Services Protection Manager (CFPM) Certificate, which is to remain current through the life of the contract.

  • Relevant Training: Courses or training in hospitality management, facility operations, or environmental services management are beneficial.

Work Experience, Knowledge, Skills & Abilities:

  • Should possess at least 5 years of experience (within the past 10 years) supervising personnel and working in the food services profession.

  • Experience in managing, planning, setting up, outfitting, and budgeting food services is mandatory.

  • Extensive Experience: Candidates should have substantial experience in managing large-scale, multifaceted dining hall operations, ideally within environments like a mixed used multi building training facility or large campus.

  • Direct oversight of dining hall operations, food safety, menu development, special event setups, and emergency operations.

  • Supervisory Role: Proven track record in supervising and coordinating a large team of food services staff, including hiring, training, and performance evaluation.

  • Vendor Management: Experience in managing contracts and relationships with external vendors and suppliers, including negotiating terms and overseeing the fulfillment of contractual obligations.

  • Strategic Planning and Development: Skills in developing standard operating procedures (SOPs) and scopes of work (SOW) that align with facility management goals.

  • Problem-Solving Skills: Ability to quickly identify problems and implement effective solutions, particularly in response to emergent issues or complaints.

  • Communication: Excellent verbal and written communication skills for interacting with staff, management, and external parties, and for writing reports and procedural documents.

  • Adaptability: Capable of adapting to changing circumstances, managing multiple priorities, and meeting tight deadlines.

  • Responsible for safeguarding all Government and KGS property and securing Government facilities, equipment, and materials at the end of each work period.

  • Shall have basic computer skills including the ability to input data into the system and generate various reports and correspondence as required.

Office Location and Travel:

  • Duty Station: Charleston, SC. Federal Law Enforcement Training Center Campus.

Working Environment & Conditions

90/10 Mix of Office and outside fieldwork. Infrequent work may be over moderately rough terrain and may occur during inclement weather. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit or stand, walk, climb stairs and through hotel complex equipment areas for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 50 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
